Le littoral maritime marocain bénéficie d’une protection juridique administrative dépassée, et d’une protection juridique maritime inadéquate et limitée dans la charte des collectivités locales. Le littoral maritime marocain a besoin d’un code complet et global, et d’une bonne gouvernance collective dans le but d’une gestion harmonieuse.
