تشكل المخطوطات جزءاً هاماً من التراث الذي أبدعته الحضارة العربية والإسلامية في شتى حقول المعرفة الإنسانية ، فهي مؤلفات وضع فيها العلماء خلاصة أفكارهم ، وتجاربهم وإبداعاتهم ، والكتاب العربي المخطوط ، بما يمثله من الناحية الفكرية المتطورة ، هو نتاج تلك الحضارة ، التي شهد العالم على عظمتها وسمو مكانتها، وبالتالي فهو يمثل جانباً هاماً من الجوانب المضيئة لها، ولهذا فقد أخذت كثير من المؤسسات الثقافية التعليمية في العالم ، تتسابق في البحث ، والتنقيب عما بقي من هذا التراث المخطوط ، بغية تجميعه ، وصيانته ، ومن ثم إتاحته للباحثين ، بأسهل السبل ، لما لذلك من أهمية كبيرة ، في البحث العلمي. تعتبر المخطوطات أحد أوعية المعرفة التي لا غنى للباحثين عنها ... ورغم هذه الأهمية التي تكتسبها إلا أنها لم تحظ إلى حد الآن في الجزائر بالاهتمام الكافي ، بجعلها في متناول الدارسين ، جمعا وصيانة وفهرسة ثم رقمنتها من أجل الحفظ والنشر، بل نجد الكثير منها ما يزال عند الأفراد وفي الزوايا عرضة للتلف والتآكل. وتعد الجزائر من بين البلاد العربية الغنية بالمراكز العلمية التي تحتفظ بالمخطوطات، كالزوايا والمساجد والكتاتيب، والقصور، هاته المراكز العلمية المختلفة في شرق وغرب وجنوب البلاد مازالت تحتفظ بكنوز من المخطوطات النفيسة لعلماء جزائريين وغير جزائريين وهي تنتظر حملة واسعة للكشف عنها حتى تكون في متناول الباحثين ولاسيما في الجنوب الجزائري خاصة ولاية أدرار. ويعتبر إقليم توات ، من بين أهم المناطق الجزائرية الغنية بالمخطوطات ، عبر مختلف قصور وزوايا الإقليم ، إلا أن المشكلة هي أن معظم هاته المخطوطات مازالت محجوبة، عن الدارسين والباحثين ، وبالمقابل فهي عرضة للتآكل والتلف ، ولذلك فهي تنتظر حملة واسعة من اجل تثمينها جمعا، وصيانة ، وفهرسة ، وتحقيقا من أجل إفادة الباحثين منها داخل الوطن وخارجه. وإذا كانت الصيانة ، والفهرسة ، والتحقيق والنشر، عوامل لحماية التراث المخطوط، والحفاظ عليه ، فإن الرقمنة كوسيلة تكنولوجية حديثة من جهة، وكوجه من وجوه البحث العلمي في مجال المخطوطات من جهة أخرى، لها دورها البالغ الأهمية في حفظ وإتاحة المخطوطات بإقليم توات في الجنوب الجزائري ومعالجتها علميا وماديا.
