يُعتبر الإنسان عامل التغيير الرئيسي في مسار التطور الحضاري عبر العصور، لذا كان التركيز على الرأسمال الفكري من أهم مجالات الاستثمار الناجح في تحقيق التنمية المواكِبَة لمستجدات العصر في شتى مناحي الحياة. ومن منطلق الأهمية التي يتسم بها قطاع الأرشيف بكونه من بين القطاعات الحيوية، نظرا لما يحتويه من وثائق ذات قِيَم ثقافية وعلمية تحمل في طياتها عبق التاريخ، أتت هذه الدراسة لتسلط الضوء على واقع الموظفين في هذا القطاع ممثلا بمصالح الأرشيف الولائية لبعض ولايات الشرق الجزائري، هادفة إلى تحليله ومحاوِلةً التعرف على مستوى رضاهم الوظيفي، لكشف استعداداتهم النفسية ومهاراتهم وكفاءاتهم التقنية ومدى تأهيلها لهم للعمل في البيئة الرقمية التي تعد بدورها توجها علميا وعمليا حديثا تسعى مختلف الهيئات والمؤسسات والدول لتبنيه واعتماد تقنياته لغرض مسايرة الركب الحضاري، هذا وقد خلصت الدراسة إلى نتائج مهمة واقتراحات واعدة.
Throughout history, man has been supposed to be the key factor in the development of human civilization. Accordingly, the focus on the ‘intellectual capital’ was among the most important areas for successful investment to achieve progress that would cope with the modern advancements in all fields of life. Taking into consideration the importance given to the archive sector and its vitality as a system of information due to the scientific and cultural value of the documents it contains, the present study was conducted to cast fresh light on the employees ‘present status in this sector represented by the Wilaya Archive Services of the eastern Algerian region. Our work seeks to analyze this staffs’ situation from different perspectives to identify their professional satisfaction, and determine their psychological aptitudes and technical skills and abilities that may allow them to undertake their tasks in the digital environment which is supposed to be, in its turn, a modern scientific and practical orientation that various organizations and countries tend to integrate in, and adopt its techniques, so as to cope with the civilizational developments. The study shows significant results and promising suggestions.
