يطرح هذا البحث موضوع الشرطة الاجتماعية كوسيلة يمكن استغلالها في تعزيز الديمقراطية والسلوك المنضبط المتحضر ، ويستعرض الاستراتيجيات التي من شأنها أن تجعل الشرطة الاجتماعية أكثر نجاعة وفاعلية وتساهم في رفع الروح المعنوية لدى أعضاء الشرطة وتعزيز قدرتهم على خدمة المجتمع وتقليص معدلات الجريمة. وتتمثل هذه الاستراتيجيات في رفع المستوى التعليمي لأفراد الشرطة عن طريق إثراء معارفهم ببعض أساسيات الفنون والمهارات الحرة مثل الاتصال وحل المشاكل الاجتماعية علاوة على تعريفهم بأساسيات السلوك المتحضر وكيفية نشره وغرسه في المجتمع الأمر الذي قد يؤدي بدوره إلى تقليص معدلات الجريمة مرسياً بدلك أولى دعامات التحضر الحقيقي.
This article presents strategies that can revitalize Community-Oriented Policing, raise the officers morale, upgrade their capacity to serve—all while significantly lowering crime rates. These strategies include: (1) upgrading COP’s education by teaching them the fundamentals of liberal arts including the arts of communication, mentoring, and problem solving. Introducing them to the fundamentals of promoting civility which, in turn, can reduce crime rates and serve as the first step toward establishing true democracies. CPOs should also be trained in the arts of civic engagement which include keeping the streets open and clean, removing graffiti, organizing the use of cabs (taxies), observing the rules of first come-first serve, solving the large and small disputes among citizens, treating community members with dignity and acting as role models for citizens. Without carrying out such activities, true democracies will have no chance to emerge, let alone survive. COPs should progressively be trained to serve as group organizers, role models, and peace makers. They should themselves do learning, advocating and practicing true democratic values by acting out justice, honesty, equality, fairness, and compassion, all without bias related to national origin, race, color, or ethnicity. Only then, can COPs earn the people’s trust and confidence, especially by the young. As a group, COPs can eventually create a culture of democracy, one that is no different from those in developed nations such as Scandinavian countries, England, Switzerland, New Zealand, and, among Asian countries, Singapore and Hong Kong. Practicing this new role can make nations more prominent and respected in the world. By maximizing such a strategy, can nations like those in the Middle East and South America, achieve the level of true democracy.
