المستخلص: It is obvious after the collapse of the Umayyad caliphate. Abbasids took care of Iraq for political military, economic, security and personal and religious aims. They build their temporary capital like Hashimate of Kufa and Anbar, permanent capital like Baghdad, Samara, Mutawkiliya among the sons of this country. Also the Abbasids did not take Demuscs their capital because (Sham) was the place of Bani Omaiya and their supporters, the place was far from supporter's of Abbasids from the east and because of being near to By zantine borders, it was not safe from the attacks of their armies. AL-Safah and Al-Manswr didn't trust people of Kufa for their Allawid inclinations they didn't stay in that city- rather they transferred to several capitals in a short time. At last Al-Mansur order to take Baghdad as a suitable and permanent capital for the Abbasid state and he ordered to build it in 145 of A.H. 762 A.D because if located in the middle of Iraq and near from Tigris and Euphratis so for the fertile place, also the land suitable for trading and surrounded with natural border and boundry and obstacle. AL-Mansur considered Baghdad as good place. He constructed his Golden Place in the middle of the city. With a Mosque. A period later he constructed Al-Rasafa to his son Al-Mahdi as a place for troops and camp for the army in 768 A.D 101 A.H. Baghdad became a capital of Abbasid till the caliph Al-Muhtasam, then Al-Muhtasam demand and order to transfer the capital to Samara for security, military, political and economic aims in 835-A.D- 220 A.H. Then Samara became the capital of Abbasids for about half century. When Al-Mutawakel gained power and became the caliph of Abbasid in 861- 847 A.D- 247-232 A.H because of personal aspect. He demanded to build the city in the north of samara in the name of "Jaffaria- All Mutawakelia" for a personel aspat.

Caliphs of Abbasian asked for workers who are familiarize, skillful and others to take part in constructing, building and design the city. As Manswr Muhtasam, and Mutawakel done. A hundred thousand of workers worked in the build and constracting Baghdad (the round city). The Abbasid caliphs paid the money and food to workers. The major material used in building were brick, stons, saj and data palm. Woods also Iron for making doors and windows . so they imported material from neighbours. Like Al-Antakia, Lazkia, Bassra and the north Affrica. The source of money of the government was tax, almisgivin and profitability of agriculture. All those were great wealth and treasure. Which they spent it constructing palaces and Mosques. AL-Mansur paid 18 million dinar to build the city. The policy of construction influnce the society. To build and arrange the city according to the class and profession like judges, dukes, scints Ministers, leaders, nearness and people. The country was developed in general and government pay much attention to the country then the population increased. The policy of construction influnce the economic situation had both advantege and dis advantegemean bad and good side in one hand published poor, poverty from population and on other hand agriculture, industrial, trading of Abbasides state developed with other country.
