لقد أصبح التعليم الجامعي ضرورة من ضروريات الحياة ومن أجل هذا تتوسع الدول في مطالب التعليم العالي انسجاماً مع التحولات الكبيرة في مجالات الحياة كافة وهي تسعى لوضع فلسفة واضحة تسير عليها لتطوير هذا النوع المهم من التعليم. أن البحث الحالي هو محاولة لوضع الأسس والمعايير التي يمكن من خلالها إبراز النواحي الإيجابية والكشف عن النواحي السلبية في أداء ركن أساسي من أركان العاملين في التعليم الجامعي من أجل تطوير النواحي الإيجابية ومعالجة النواحي السلبية للوصول إلى الأهداف استناداً إلى فلسفة وزارة التعليم العالي والبحث العلمي، فلقد هدف البحث الحالي إلى اقتراح أنموذج لتقوي أداء تدريسي الجامعات العراقية في ضوء فلسفة وزارة التعليم العالي والبحث العلمي، حيث شملت عينة البحث (170) تدريسي ممن يحملون اللقب العلمي (أستاذ، أستاذ مساعد، مدرس) وبما شكل نسبة أكثر من 25% من المجتمع الأصلي للبحث. وقد أعد الباحث أنموذج مقترح لتقويم الأداء بلغت عدد فقراته (50 فقرة) وللمجالات الأربعة (التعليم والتدريس، السمات الشخصية وأخلاقيات المهنة، البحث العلمي، الانفتاح على المجتمع) وأظهرت النتائج أن 27% من الفقرات العليا حصلت (10) فقرات لمجال السمات الشخصية وأخلاقيات المهنة و27% من الفقرات الدنيا(6) فقرات لمجال الانفتاح على المجتمع و(5) فقرات لمجال البحث العلمي و (3) فقرات لمجال التعليم والتدريس وهو مؤشر يدل على أهمية الاهتمام بالمجالات التي حصلت على هذه المراكز الدنيا، وأوصى الباحث بضرورة اعتماد الأنموذج المقترح وتهيئة الإمكانيات التي تساعد على تطبيقه بصورة مثلى كما اقترح مجموعة من المقترحات. \
University education has become a necessity of life, and for the countries in the. expanding demands of higher education in line with the big transformations in all spheres of life as it seeks to develop a clear philosophy of moving them to the development of this important type of education. The current research is an attempt to lay the foundations and the criteria by which to. highlight the positive and disclose the negative aspects in the performance of an essential pillar of workers in tertiary education in order to develop the positive and address the negative aspects to reach the targets set based on the philosophy of the Ministry of Higher Education and Scientific Research, has the goal of current research to propose a model for evaluating the performance of teaching Iraqi universities in the light of the philosophy of the Ministry of Higher Education and Scientific Research, which included the research sample (170) teaching staff who hold scientific title (Professor, Assistant Professor, teacher) and including a ratio of more than 25% of the community the original research. The researcher prepared a proposed model to evaluate the performance reached the number of items (50 items) and the four areas (instracing and teaching, personal traits and professional ethics, scientific research, openness to the community) and the results showed that 27% of the items Supreme got (10) items to the field of education and teaching and (4) items to the field of personality and ethics of the profession and 27% of items minimum (6) items to the field of openness to the community and (5) the items of the field of scientific research, and (3) items to the field of education and teaching, an indicator shows the importance of attention to areas in which they got these centers minimum, the researcher recommended that the adoption of the proposed model and the creation of possibilities that help apply the optimal manner as proposed by a group of proposals. \
