أن التطبيق الإجرائي لمبادئ وأساليب الجودة الشاملة في التعليم الجامعي يعد في غاية الأهمية، وذلك من أجل الارتقاء والتطوير إلى مستويات عالية في الأداء والجودة ورفع كفاءة الخدمات الإدارية والأكاديمية التي تصب في إعداد الخريجين النوعي خدمة لسوق العمل والمجتمع. لذلك يجد الباحث أن جانباً أساسياً من مشكلة التعليم الجامعي هي مشكلة في التطبيقات الإجرائية لإدارة الجامعات وليس في النظريات المجردة والتي تعتبر أساساً لتطوير التعليم وجودته. وهدفت الدراسة الحالية إلى تحقيق ما يأتي: 1. عرض مفهوم الجودة وإدارة الجودة الشاملة وضمان الجودة. 2. التعرف على متطلبات ومعوقات تطبيق الجودة الشاملة في التعليم الجامعي. 3. تقديم نموذج مقترح للتطبيقات الإجرائية لضمان جودة التعليم الجامعي. وللتحقق من أهداف الدراسة استخدم الباحث المنهج الوصفي. وتوصلت الدراسة إلى ما يلي: 1. إن تطبيق الجودة الشاملة في التعليم الجامعي ليس شعارات ترفع وليس نظريات دون تطبيق فعلي على أرض الواقع، أنه دراسة وتحليل لواقع التعليم الجامعي وتهيئة هذا الواقع لتطبيق معايير الجودة الشاملة في كافة مفاصل العمل الجامعي. ولكي نستطيع تحقيق مفاهيم الجودة الشاملة بصورة قابلة للتطبيق الفعلي لابد من توفر متطلبات بالإمكان تطبيقها. وقد حدد الباحث (9) متطلبات لتطبيق معايير الجودة الشاملة في التعليم الجامعي. 2. إن تطبيق مبادئ الجودة الشاملة في التعليم الجامعي لتحقيق مستوى جيد من النوعية في التعليم الذي يمر بمرحلة من عدم الاستقرار، قد تعترض سبيله بعض المعوقات. وتم تحديد (20) معوقاً من هذه المعوقات. 3. نموذج مقترح للتطبيقات الإجرائية تضمن (40) فقرة كل منها يعتبر تطبيق إجرائي لضمان جودة التعليم الجامعي. وتضمنت الدراسة عدداً من التوصيات والمقترحات.

The present study aimed to Achieve the following: 1. introduced the concept of quality and total quality management and quality assurance. 2. identify the requirements and constraints of the application of total quality in higher education. 3. to provide a proposed model for procedural applications to ensure the quality of university education. To achieve the objectives of the study, the researcher used the descriptive approach. Study found the following: 1. that the application of total quality in higher education is not slogans to be raised, not theories without an actual application on the ground that the study and analysis of the reality of university education and the creation of this fact for the application of comprehensive quality standards in all joints of the university work., And so that we can achieve total quality concepts are applicable to the actual needs availability requirements can be applied, researcher has identified (9) requirements for the application of comprehensive quality standards in higher education. 2. that the application of the principles of total quality in higher education to achieve a good level of quality in education, which passes through a period of instability, may impede it some obstacles. Been identified (20) constraint of these constraints. 3.
