المستخلص: The importance of discussing the parliamentary evolution is derived from believing in the importance of the institution and values and democratic beliefs and going forward to the governance of the form ularization of an institution and its importance in making a good judgment, and a proper parliament; for there is more than one approach for the understanding of the democracy in the political institutions. One of these approaches expresses the structure of the labor organization and the formality of politics, whereby it is then focused on the essential democratic agreed-upon rules, such as law dominancy, political and social diversity, forgiveness, freedom of speech as well as the freedom and rights of citizenship.. As for the other approach, it considers the institutional democracy as the ways and means to political and social rehabilitation in all aspects, like using calculators when facing public governments, and transparency in making decisions, and in being committed to law dominancy, as well as being able to enforce participation and respecting human rights and fighting corruption. This approach denotes the shifting from theoretical hypothesis to practical thinking, with regards to the rehabilitation philosophy, through measurable indicators to evaluate the institutions’ state/condition/position, and their ways of operation and their level of interaction with the location. In this context/framework, it is possible to discuss the “quality standards” for the political institutions, like the proper political party, the proper non-governmental organizations, the proper parliament and its media. There is no doubt that the proper parliament that is based on these standards, is that which is accessible to the public. Media, in all its means, verbal, non-verbal, written and electronic, is the lifeblood in human societies characterized as a major source in building the social and political life of citizens. It is also the mirror that reflects to which extent of civilization the nations have evolved to, and it is the voice of expressing human stands, aspirations and wishes. The enormous development in the media and communications sciences influenced all institutions and formats and programs, in a way that the multiple courses of communication science emerged, where the political communication appeared, and the parliamentary media was illustrated as its branch, with elderly and youth media specialists. With its various appearances, the parliamentary media became equivalent to the infrastructure of the development of the parliamentary institution, with its share in the restoration of the democratic climate and the development of its institutions from the other side, therefore, working on the development of the communication systems and parliamentary media is one of the necessities to improve and advance the parliamentary institution, and overseeing the work done and strengthen the positions of the ministers/deputies/representatives and adding transparency, credibility and objectivity to the parliamentary process.
