المستخلص: شبكات التواصل الاجتماعي هي تركيبة اجتماعية إلكترونية تتم صناعتها من أفراد أو جماعات أو مؤسسات، وتتم من خلالها عملية تعزيز الانتماء ، وقد تصل هذه العلاقات لدرجات أكثر عمقاً كما تحتوي على المجتمع المدني الافتراضي و الذي هو أحد الأنشطة التطوعية التي تنظمها الجماعة على صفحات الانترنيت تتناول مصالح و قيم و أهداف مشتركة، و تشمل هذه الأنشطة المتنوعة تقديم الخدمات، أو دعم التعليم المستقل، أو التأثير على السياسات العامة.
فالواقع الافتراضي تغلب على الواقع الحقيقي في عدة مجالات بدليل أن عدة صحف توقفت نهائياً عن الصدور واكتفت بإصدار نسخة إلكترونية! وفي مجال التعليم ، أخذت المدارس والجامعات الافتراضية تحل محل المدارس والجامعات الحقيقية فعلى الإنترنت يوجد مليارات المواقع، بعضها لديها عدد محدود من المستخدمين، وقد أصدر "جوجل" عام 2011م قائمة بأكبر 100موقع من حيث عدد مستخدميه (زياراته) على مستوى العالم.
فاستخدام فيس بوك في الوطن العربي ينمو بشكل متسارع ، وذلك بسبب ارتفاع شريحة الشباب التي تبدي اهتماماً كبيراً بالتعامل مع هذه الشبكة وتمثل حاليا شريحة الشباب (15-29 سنة) حوالي 75%من مستخدمي فيسبوك في العالم العربي.
كما تبين الدراسات ارتفاع استخدام فيس بوك في المنطقة العربية بمعدل أسرع في الشهور الثالثة الأولى من عام 2011 مقارنة بعام 2010، وبلغت نسبة الزيادة % 29 في الشهور الثالثة الأولى من عام 2011 مقابل % 18 خلال نفس الفترة في عام 2010 ، وقد شهدت البلدان التي انطلقت فيها الحركات الأهلية صعود ا سريعا خلال وبعد اندلاع تلك الحركات الشبابية، وهذا راجع إلى أسباب عديدة أهمها المطالبة بالتغيير أما الأسباب الأخرى سوف نتطرق إليها بالتفصيل في البحث.
فاستخدام فيس بوك يكون عبر عدة أساليب مما جعل البعض يسمونها "السلطة الخامسة" والتي غيرت الكثير من المفاهيم الإعلامية.
و تجدر بالذكر أن نسب الانخراط الشبابي في شبكات التواصل أثر على صنع القرار في العالم العربي مما جعل الحكام يبحثون عن العديد من الأفكار و الاستراتيجيات الحقيقية للتعامل مع الشعوب العربية كأحد المدخلات المؤثرة في النظم السياسية الجديدة في العالم العربي، فأصبحت الشعوب هي الصانع الحقيقي للسياسات والمتخذ الفعلي للقرارات و قائد عملية التغيير .
فعند الحديث عن التأثيرات السياسية لشبكات التواصل الاجتماعية يتبادر إلى الذهن الدور الذي لعبته تلك الشبكات في الثورات العربية والتي دار حولها ولا يزال جدل كبير من قبل المتخصصين. فمنذ مطلع العام 2011م نشرت الكثير من المقالات والدراسات أهمية شبكات التواصل الاجتماعي.
و لعنا سنستفيد دروساً من أحداث الساحة العربية , حين سحب البساط من كل المواقع التي تديرها النخبة من المفكرين و العلماء، و غيرها من الأمور الأخرى الكثيرة التي تعكس تأثير مشاركة الجماهير و قناعاتهم على الواقع المعاش و الخطاب الثقافي ؛ فللرأي العام المتشكل أثرا وظيفيا ملموسا.
فالنجاح لا يكون بالأفكار الفعالة فقط و إنما أيضا بفهم شروط اللعبة، و كذا معرفة استغلال هذه الوسائل.


Social communication networks are an electronic social structure created by individuals, groups or institutions, and through them the process of strengthening belonging is carried out. These relations could reach a much deeper level, just as it takes possession of the virtual civil society, which is one of the voluntary activities which the group organizes upon the pages of the internet, addressing the common interests, values and objectives. These various activities include the provision of services, support future learning or impact upon public policies.
As such, the virtual world dominates over the real world in several fields. An evidence for that, is that numerous newspapers have completely stopped printing and have found it sufficient to publish an electronic version! Virtual schools and universities have begun to take the place of real schools and universities. There are billions of sites on the internet and some of them have a certain number of users. In 2011 Google published a global list of the 100 biggest sites in terms of the number of their users (visitors).
The use of Facebook in the Arab world is increasing rapidly and that is due to the growing percentage of the young people population segment, which has shown a great interest in interacting with this network. The youth percentage segment of population between the ages of 15-29 represents approximately 75% of Facebook users in the Arab world.
Studies have also revealed an increase in the use of Facebook within the Arab region at a faster rate during the first three months of 2011 as compared with 2010. The rate of increase was 29% in the first three months of 2011 in contrast to 18% during the same period of 2010. The lands in which civil movements were launched witnessed a rapid rise during and after those young people movements. This returns to many reasons, the most important of which was the demand for change. As for the other reasons, then we will address them in detail during the research.
The use of Facebook is undertaken across many methods, which has made some call it the “Fifth authority”, which has changed many media concepts.
It is worth mentioning that the proportion of the young people’s penetration of communication networks has had an impact upon decision making in the Arab world and has made the rulers look into a number of thoughts and real strategies to deal with the Arab peoples as one of the influential outlets or mediums within the new political system in the Arab world. As such, the people have become the real manufacturer of policies, real decision maker and leader of the process of change
When discussing the political effects of social communication networks, the role which those networks played in the Arab revolutions, around which a great deal of debate is still taking place among experts, springs to mind. Since the beginning of 2011 many important articles and studies have been published concerning the significance of social communication networks.
It is hoped that we will learn lessons from the events of the Arabic arena, when the carpet was pulled from under the feet of all sites, administered by the elite of thinkers and scholars. Just as it is hoped that we will benefit from many other matters which demonstrate the impact of popular public participation and their convictions upon the life and cultural discourse. The public opinion therefore has a significant functional impact.
Success is therefore not accomplished by way of thoughts alone, but rather it also by understanding the rules of the game and knowing how to exploit and make use of these means as well.
