المستخلص: شكل نقص الغذاء على مر العصور تحديا صعبا للإنسان مما دفعه إلى العمل في سبيل ابتكار الوسائل الضرورية التي تؤمن له إشباع حاجته من الغذاء وذلك من أجل ضمان البقاء له ولأفراد أسرته وهذا ليس شأن فرد بذاته فقط وإنما شأن بقية المجتمعات التي تعاني من النقص في هذا المجال، فالمشكلة الغذائية احتلت مركز الصدارة بين المشاكل الاقتصادية التي تعد معالجتها مفتاح التقدم الاقتصادي والاجتماعي في أي بلد على مستوى العالم أجمع ، وبما أن العراق عانى من مشاكل عديدة تمثلت في نقص الأغذية وشحتها بشكل كبير إلى جانب الارتفاع الحاد في الأسعار وذلك نتيجة لما عانه من ويلات الحروب خصوصا في فترة الثمانينيات من القرن المنصرم وحصار اقتصادي أستمر ثلاثة عشر عاما منذ عام 1990 جعلته يعاني من فجوات غذائية على الرغم من تطبيق نظام البطاقة التموينية التي أصبحت لا تفي بالمتطلبات اليومية خصوصا في ظل التناقص المستمر في مفرداتها ورداءة النوعية الموزعة على المواطنين هذا إلى جانب المعاناة الكبيرة التي تعرض لها القطاع الزراعي (باعتباره المحرك الأساسي للعجلة الغذائية) من نقص المياه بشكل كبير يضاف له نقص المواد الأولية اللازمة للعملية الإنتاجية بشكل سبب نقص في المحاصيل الزراعية الأساسية وهذا ما سنوضحه خلال بحثنا هذا بتوضيحنا للأركان الأساسية المتعلقة بتوفر الغذاء بعرض مفصل لواقع القطاع الزراعي وتبيان الجوانب والظروف المحيطة به وتوضيح حجم الفجوة الغذائية لأهم المحاصيل الرئيسية في العراق (الحنطة، والشعير، والرز) ومدى وفرة هذه المحاصيل من عدمها وذلك من اجل رسم الصورة الواضحة للواقع الغذائي وبالتالي وضع الحلول والمقترحات المناسبة لتصحيحها، ومن اجل تحقيق هذا الوضع جاء البحث متمثلا في محورين أساسين هما الأول وضح الجانب النظري لمفهوم الأمن الغذائي ومفهوم الفجوة الغذائية والمسببات الرئيسة لهذه الفجوة ، أما المحور الثاني فقد وضح واقع الأمن الغذائي في العراق وحجم الفجوة الغذائية والعوامل التي أدت إلى اتساعها.
