المستخلص: يقوم هذا البحث على دراسة ألـــــ Phenomenology كاتجاه فلسفي يشاع عنه مصطلح "العودة إلى الجذور" وهو من الطروحات الفلسفية التي راجت في بدايات القرن العشرين، وكان له امتدادات مؤثرة في مظاهر الحياة الإنسانية حتى وقتنا الحالي، ومنها الفكر الإداري، فهو منبع للعديد من الأفكار الإدارية التي راجت في العقود الخمس الماضية، ولا سيما في الإدارة العامة، فكانت الإدارة العامة الجديدة، وتشريع الغروب، والموازنة الصفرية، وغيرها. إن فكرة هذا البحث تقوم على إمكانية اعتماد هذا الاتجاه الفلسفي كمدخل لإصلاح الإدارة العامة في العراق، لا سيما مع وجود عددا من المؤشرات التي تبين ضعف الأداء الحكومي في العراق، فالعودة إلى الجذور يمكن أن يترتب عليه إعادة النظر بكل ما يتعلق بالإدارة العامة في العراق بدء من الهياكل والنظم وصولا إلى القيم والمعتقدات، ولتحقيق هذا الهدف تم تقسيم البحث ضمن ثلاث مباحث رئيسة، تسبقها توطئة، تناول المبحث الأول بالتوضيح المقصود بالـــ Phenomenology وأهم الممارسات الإدارية المرتبطة به، في حين ركز المبحث الثاني على الادارة العامة في العراق من حيث النشأة والمشاكل، وأهم مؤشرات ضعف الأداء، أما المبحث الثالث فيتعلق بإمكانية الاعتماد على مفهوم "العودة إلى الجذور" كمدخل لتحسين الأداء الحكومي في العراق، وأخيرا أنتهى البحث بخاتمة قصيرة تتبعها قائمة بمصادره.

The idea of this research is based on the possibility of adopting this trend philosophical as input for the reform of public administration in Iraq, especially with the presence of a number of indicators that show poor performance of government in Iraq, The return to the roots could result in reconsideration of everything related to public administration in Iraq start of structures, systems, and access to the values and beliefs, and to achieve this goal has been divided Search within three Investigation head, preceded by a prelude, eat first section clarification intended Pal Phenomenology and the most important management practices associated with it, while focusing the second topic on the public administration in Iraq in terms of origination and problems, and the most important indicators of poor performance, The third section concerns the possibility of relying on the concept "return to the roots" as an input to improve the performance of government in Iraq, and finally the search is over a short conclusion followed by a list of confiscated.
