المستخلص: After the fully objective study of the internal safety pledges and charters for the Abbasid caliph Al-Rasheed (170-193 AH/786-808AD) which was one of the most important period through which the Arab Islamic State passed in its political history. The study addressed the practical application mentioned in the books of history and doctrines of pledges and charters. It showed a group of facts and issues of high importance proved by documented evidences agreed with the mind and logic and were far away from passion and bias. From the research details, we can conclude the following: 1- The study emphasized the unity of the religious address at the era of the caliphs Al-Rasheed, Al-Ameen and Al-Maamoun, the domination of the religious spirit on the ruling and dressing it a religious dress. The caliph Al-Rasheed's greatest concern was the concentration on religion as the biggest support for them, so he attached to the caliphate. Thus, the prince was motivated to hang the pledges written on the Kaaba walls which gave them some kind of safety and holiness to his sons. 2- This study revealed the safety pledges and charters concluded by the caliph Al-Rasheed which he gave to Hamza bin Abdullah Al-Shari. These pledges were dominated by religious nature for they were full of mentioning God the Supreme Being and the Messenger Mohammed (God bless him and giant him salvation) and were promoted by Quranic verses supporting that situation \
