The objective of this paper is to introduce a new election act as an alternative to the 2008 one. The experience of the 2010 national elections disclosed procedural irregularities that must be revised and amended to guarantee genuine participation and representation. The previous election acts and systems caused alienation of many political forces from the political game and led to their tedious search for alternatives to secure their participation. The 2010 national elections succeeded in spite of the difficulties of implementing the newly introduced mixed system with its different tiers of voting and the disputes among political parties and between them and NEC. This is because there was a will among the people. But it is quite clear that reform of the present act is a necessity. The paper recommends continuity of the mixed system, increasing its percentage, preserving women’s positive discrimination, promulgating a separate act for states, and that States Legislations are to enact and approve an election act for localities provided the approval of the House of States.
