تستهدف الدراسة الحالية التعرف على خبرات بعض الدول الانجليزية والأوربية في مجال التعليم الالكتروني بالجامعات وكيفية الاستفادة منها في جامعتنا باستخدام آليات الاتصال الحديثة كالحاسوب والشبكات والوسائط المتعددة من اجل إيصال المعلومة للمتعلمين بأسرع وقت واقل كلفة وبصوره تمكن من إدارة العملية التعليمية وقياس وتقييم أداء المتعلمين. ولهذا استخدمت دول العالم المختلفة الأوروبية والأجنبية هذا النوع من التعليم وذلك لما يتميز به من مواصفات تسهل العملية التعليمية بصوره عامة، فاقتضت الحاجة إلى تفعيله لمختلف مستويات الدراسة وتطويره ليصل إلى حالة أفضل وأداء أحسن. وهذا ما قام به الباحث في هذا البحث بمحاولة تطوير نظام التعليم الالكتروني بالجامعات العربية في ضوء خبرات بعض الدول الأجنبية والأوروبية مستخدما في ذلك المنهج الوصفي وتوصل البحث إلى ضرورة الاستفادة من خبرات الدول محل الاهتمام في ضوء القوى والعوامل الثقافية لكل دولة عربية، تكييف المقررات الدراسية باللغات المختلفة لتكون مناسبة للتطبيق مع هذه التقنيات الحديثة، توفير مقومات نجاح التعليم الالكتروني من عضو هيئة تدريس وطالب ومناهج دراسية والاعتماد على التعليم المدمج كبديل للتعليم التقليدي للتعليم المستمر مدى الحياة
Targeting the current study to identify the experiences of some countries, English ana European countries in the field of e-learning in universities and how to use them in our university using the communication mechanisms of modern Kalhacob and networking and multimedia in order to deliver the information to the learners as soon as possible and less expensive, and are able to manage the educational process, measuring and evaluating the performance of learners. That used various European countries of the world and foreign this type of education and what it is distinguished by its specifications to facilitate the educational process in general, Voguetdt the need to be activated for the different levels of study and development for up to a better condition and a better performance This is what he made the researcher in this research trying to develop e-learning system in Arab universities in the light of the experiences of some foreign countries and European users in the descriptive method and the research found the need to benefit from the experiences of countries of concern in light of the forces and cultural factors of each Arab state , air courses in different languages to be suitable for this application with modern technologies , provide the elements of success of e-learning from faculty members and students and curricula and rely on built- education as an alternative to traditional education for lifelong education
