|b The emergence of digital economy or digitalization or knowledge economy, driven by the process of technological change had brought with along new challenges and measures for developing countries. These measures perform as a new approach of reallocation of resources through hiring an external organization to perform some or all business functions in a country other than the one where the product or service will be sold or consumed, this approach known as outsourcing/ offshoring. It can be constructed with off shoring, in which the functions are performed in a foreign country, whether by the foreign subsidiary of the same country or by a third party. In this arena Egypt can be the next offshoring/ outsourcing hot-spot, claiming its foreign language skills and low labour costs put the country in a strong position to compete with India and Eastern Europe countries. The present paper investigates how far Egypt can compete within the new added dimension and evaluates the market opportunity according to global competitiveness and expert opinion.
