|b Strategic visions for universities controversial and widely in the Maghreb, especially in Tunisia and Morocco since independence countries remained. The question is about the functional destination and strategic objectives of universities and major goals and objectives of national policies in university higher education sector. The universities have seen its systems historical stages to put the perceptions and visions of a national reform and development aimed integration into the global knowledge economy. But these reforms have affected by factors external and international and regional. In this context, we study the reform of higher education policies in these two countries. Firstly, through the study of university reforms and strategic direction of the university system in these countries between 2003-2013 and secondly, by analyzing the nature of the evolution of university education policies in this period and its contribution in the global knowledge economy.

|a ظلت الرؤى الاستراتيجية للجامعات المغاربية مثار جدل واسع في بلدان المغرب العربي - تونس والمغرب على وجه التحديـد- منـذ استقلال هذان البلدان منتصف القرن العشرين1، ذلك أنه في كل مرة سيعاد طرح السؤال حـول الوجهـة الوظيفيـة والأهـداف الاستراتيجية للجامعات والمرامي والغايات الكبرى للسياسات الوطنية في قطاع التعليم العالي الجامعي لهذه الدول التي ستعرف منظوماتها الجامعية مراحـل تاريخية لوضع تصورات و رؤى وطنية إصلاحية و تنموية في معظمها ومستهدفة للاندماج في الاقتصاد العالمي المعرفـي (المعـولم) مطلـع الألفية الجديدة خاصة خلال العشرية (2003-2013)، متأثرة في الآن نفسه بالسياقات الوطنية لكل منها تارة، والدولية وحتى الإقليمية (الاتحاد الأوروبي) تارة أخرى. نعالج في هذا الإطار سياسات اصلاح التعليم العالي بالبلدان المغاربية من خلال تسليط الضوء على الإصلاحات الجامعية والتوجهـات الاستراتيجية للمنظومة الجامعية بكل من تونس والمغرب خلال العشرية ما بين 2003-2013، وكيفية تطور السياسات التعليمية الجامعية خـلال هذه العشرية ومدى مساهمة أهدافها الاستراتيجية في الولوج إلى اقتصاد المعرفة العولمي.

|d Depuis l’indépendance de pays Maghrébins ,notamment La Tunisie et Le Maroc en mi-vingtième Siècle, Les visions stratégiques universitaires de ces pays restent en question ,de sorte que chaque fois le rôle fonctionnel , les objectifs stratégiques et les grandes finalités des politiques nationales d’enseignement supérieur universitaire ont toujours connu des changements réformistes et développementalistes visant l’accès à l’économie du savoir mondialisé durant la dernière décennie de 2003-2013 influencé par des contextes nationales d’une part , aussi bien régionales(UE) que internationales d’autre part. Dans ce cadre, on traitera les politiques maghrébins de la réforme d’enseignement supérieur en partant d’analyser les réformes universitaires et les orientations stratégiques des systèmes universitaires de la Tunisie et Le Maroc pendant la décennie 2003-2013 dont lesquelles l’évolution de ces politiques au premier lieu ,et la contribution de leurs objectifs stratégiques à l’accès de l’économie mondial fondé sur la connaissance au second lieu.
