المستخلص: استهدف المقال تسليط الضوء على حوار بعنوان نحو مشروع قومي لإنشاء شهادة اللغة العربية الدولية. كما أشار إلى انه يجب علي العرب إدراك متطلبات الزمن المعاصر المستوعب بثورة المعلومات، المؤثر على جميع أوجه النشاط الحياتي الآني، قطريا وإقليميا ودوليا، وأساس هذه الثورة هندسة الاتصالات التي جعلت الكون كله قرية واحدة تتصل خطوطها داخل منحني مغلق. والذي لا يحقق وجود لغته داخل القرية الدولية لا يستطيع تحقيق ذاته في هذه القرية. وتناول المقال المحاور التالية التعريب قضية أمن قومي لامتنا العربية، وإدخال اللغة العربية إلى دائرة سباق اللغات الكونية بإنشاء شهادة دولية لها، والمشروع القومي لإنشاء شهادة اللغة العربية الدولية كضرورة عصرية، الإطار المقترح لمشروع شهادة اللغة العربية الدولية، وكذلك المستفيدون من الشهادة العربية الدولية، والأشخاص المنوط بهم وضع مقرر الشهادة وتصميم المنهج وتأليف الكتب. واختتم المقال بان اللغة العربية مؤهلة للمشاركة الدولية، بتأصيلها التاريخي، وبإمكاناتها الصوتية والصرفية والنحوية والأسلوبية، ومؤهلة بشخصية الأمة العربية، وبالعدد الكوني الكبير للناطقين بها.واوصي المقال بضرورة تنظيم دورا رساليا للسفارات العربية بالخارج، بحيث يكون في كل سفارة مركز لامتحان شهادة اللغة العربية الدولية، ومعهد لتعليم العربية لغير العرب، ومكتبة عربية ورقية وإلكترونية.

The aim of the article was to highlight a dialogue entitled "Towards a National Project for the Establishment of the Certificate of Arabic International Language". It also pointed out that the Arabs must realize the requirements of the contemporary era, which is absorbed by the information revolution. This information revolution affects all the aspects of the current life activity, regionally and internationally. The basis of this revolution is the Communications engineering that turn the whole world into one village. Which does not realize the existence of its language within the international village, associating its links within a circuit. This circuit stumble achieving the presence of its language in this village. The article discussed the following axes, including the Arabization as a national security issue for our Arab nation, the introduction of the Arabic language into the Department of the Global Language Race, the establishment of an international certificate which is considered a contemporary need, the national project for the establishment of the International Arabic Language Certificate as a modern necessity, the proposed framework for the international Arabic language certificate, as well as the beneficiaries of the Arab International Certificate and the people assigned to the development of the curriculum, the curriculum design and writing books. The article recommended that the Arabic language is eligible for the international participation, its historical roots, and its vocal, morphological, grammatical and stylistic abilities, the personality of the Arab nation and the large number of its speakers. The article recommended the need to organize a missionary role for the Arab embassies abroad. This is in order to make in each embassy a center for testing the international Arabic language certificate, an institute for teaching the Arabic language to the non-Arabs, and an Arabic paper and electronic library..
