|a إن طبيعة التحولات العالمية فرضت تغيرت جذرية مست مجالات عديدة، وهذا ما فرض التحول نحو قيم الحوكمة وما تفرضها من تغير نحو إعادة النظر في أدورا كل القطاعات خاصة بعدما أصبحت الدول لوحدها غير قادرة على تلبية كل الاحتياجات، وهذا ما تم طرحه وفق مقاربة حوكمة الفواعل غير الدولاتية التي تهدف إلى خلق شبكة من التفاعل بين القطاعات الثلاثة الدولة، القطاع الخاص والمجتمع المدني في تسير الشؤون العامة، وهذا ما عزز من دور مؤسسات المجتمع المدني كأحد الفواعل البارزة التي تعمل في إطار تشجيع وتفعيل المشاركة المجتمعية الطوعية في البرامج والمشاريع التنموية والاقتصادية والاجتماعية في مقابل عجز الدولة في غالب الأحيان في إحداث تغيير شامل، ولهذا نجد أنه إذا تم تتبع كرونولوجيا تطور المجتمع المدني في الجزائر يمكن أن نلاحظ بعض الدلالات الوظيفية التي تفرض مساهمته بشكل نشيط وفق مقاربة تشاركية تجعل منه أحد الفواعل العملية التنموي، كذا إخضاع مؤسسات الدولة للمحاسبة والرقابة تضمن المشاركة المجتمعية في اتخاذ القرارات وتحقيق المنفعة العامة، لهذا تطرح إشكالية دراستنا كالتالي: \nما مدى انفتاح النظام الجزائري على نشاط وعمل مؤسسات المجتمع المدني ضمن برامج صناعة القرارات؟

|f The nature of global transformations has forced a radical change in many areas. This has forced the shift towards the values of governance and the change it impose towards reconsidering the roles of all sectors, especially after the states alone have become unable to meet all needs. This is what was proposed in accordance with the non-state governance approach that aims to create a network of interaction between the three sectors, the state, the private sector and the civil society in facilitating public affairs. This has strengthened the role of the organizations of civil society as one of the prominent works that function in the framework of encouraging and activating voluntary community participation in the developmental, economic and social programs and projects in return for the inability of the state in most cases to create a comprehensive change. Therefore, we find that if the chronology of the development of civil society in Algeria can be observed, we can see some functional indications that impose its contribution in an active manner according to a participatory approach that makes it one of the practical developmental factors, also the subordination of state institutions to accountability and control ensures community participation in decision making and fulfillment of public benefit.
