المستخلص: لعل من أبرز سمات العصر الحديث غلوب الطابع الإلكتروني والمعلوماتي، وانتشار استخدام وتوظيف المعلومات بصفة الكترونية، وتسليما بأن هذا النوع من التطور له ما له من السلبيات كما له من الإيجابيات، خاصة مع زيادة استخدامها من فئة الشباب، وأمام هذا التطور ظهر أيضا ما يسمى بالإرهاب الإلكتروني، هذا الأخير هو الآخر تأثر بهذه التكنولوجيا أراد أن يؤثر عبرها مستهدفا الشباب بالدرجة الأولى كهدف رئيسي أحيانا وكجسر لتنفيذ وتجسيد أفكار معينة.
لكن وجب ومن الناحية القانونية التأكيد على أن الشباب مستهدف عبر وسائط الإعلام الجديد من نوعين من الإرهاب، الإرهاب بالمفهوم العام المنتظم في شكل جماعات وبمرجعية دينية متطرفة ليس لها أي معنى وعادة تؤثر في الشباب بأفكار دينية، أو الإرهاب بمفهوم الغزو الثقافي الغربي والتي عادة ما تؤثر في الشباب عبر نشر المواقع الإباحية والترويج للأفكار الغربية التي لم ينص عليها دينا الحنيف.
ويعتبر الإرهاب الإلكتروني أحد الأساليب الإرهابية المنتشرة بصورة أكبر في هصر المعلوماتية، لما تتميز به من سرعة وأمان وسرية غياب الآثار وقلة التكاليف، إلى غير ذلك من السمات التي ميزت الأشكال التقليدية والقديمة للإرهابيين.
وأمام هذه الخطورة الإلكترونية المستهدفة لشبابنا اليوم، وجب على صناع القرار بالتعاون مع مختلف الفاعلين من جمعيات ومثقفين ورجال دين وأساتذة التصدي لهذا النوع من الإرهاب بخطة وطنية محكمة، وهو ما دفع بنا إلى محاولة تشخيص الداء بالنظر إلى محل الداء وسببه وآثاره، ومن ثم النظر في الوسائل المستعملة بغية التصدي لها أو التقليل منها.


Perhaps the most prominent feature of the modern age is the existence of a globe characterized by an electronic and information flavor and distinguished by the spread of the use and utilization of information electronically. That is whilst recognizing that this type of development has its negatives just as it has its positives, and especially when considering the increase of its use by young people. Alongside this development there also arose that which has been called electronic terrorism and this matter has also been impacted by this technology, through which it wanted to influence. That is by targeting the youth primarily as a main target sometimes and on others as a bridge to implement or to embody particular thoughts.
However, it is necessary, and from a legal perspective, to emphasize that young people are targeted via the new media, by two kinds of terrorism. Terrorism, according to its general understanding, conforming to the shape of groups and an extreme religious reference point, which has no meaning or norm, influencing young people via religious thoughts, or terrorism according to the understanding of the western cultural invasion and which usually impacts young people via pornographic sites and the promotion of western thoughts which have no relation to our pure religion.
Electronic terrorism is considered to be one of the terrorist styles that is most widespread within the information domain. That is because it is characterized by speed, security, secrecy, hiding traces and being inexpensive, among other features which have distinguished traditional forms used by terrorists.
In the face of this electronic danger targeting our young today, it is necessary for decision makers to cooperate with different actors including associations, intellectuals, clerics and professors to counter this kind of terrorism according to a precise national plan. This is what led us to attempt to diagnose the disease by examining the place of the disease, its cause and effects, followed by an examination of the means that can be utilized with the aim of confronting and diminishing them.
