|b The development of higher education in the Kingdom of Saudi Arabia can be described as an epic situation. To follow the sequence of events and diversity of processes, both quantitative and qualitative measures, the scholar finds that the events of this epic phenomenon is ever evolving throughout decades. The idea to monitor this process has grown and expanded to include general details, the main lines, patterns of development, and methods of performance and mechanisms to achieve its objectives. \ The development of higher education worth to be well documented in a record to be come as a major reference about the higher education Saudi Arabia. The process of preparing the record has turned into an action plan, under the supervision of the «Center for Higher Education Research and Studies (CHERS)», Ministry of Higher Education. The implementation of such efforts has been made possible by utilizing the potential human and financial resources reserved for the project. \ After extensive studies of the content of this record that included exploring facts, events, and efforts over more than seventy years, it was appropriate to call the title «The National Record of Higher Education in the Kingdom of Saudi Arabia», to match the name to its content. \ The record is an attempt to explore history, describe the current situation, and monitor indicators and visions for the future in order to build long-term plans. The record references were sporadic including evidences, journals, annual reports, periodicals, and other information sources. \ The introduction of the record is meant to highlight the objectives, ideas of this record, the development of events of the history of Saudi Arabia in general, education movement in particular, and practice the process in the dissemination of higher education more specifically. \ The preface of the record contains descriptive analysis of education policies in Saudi Arabia, which are the foundations of the educational development. Furthermore, the preface includes the goals and philosophy of a higher education in Saudi Arabia. \ The contents of the record are presented in fourteen chapters, contained in four volumes, singled out by each section of which: stage, pattern, framework, subject, sequence of topics. The first volume included establishment and emergence of higher education, Qualitative growth of higher education and the council of higher education and its role in supervision and policy planning. The second volume included higher education institutions, development stages and patterns, admission and accessibility, student’s affair and faculty staff, administrative and technical support. Volume three contains quality assurance frameworks in higher education, scientific research, higher education finance, higher education and the labor market. Subjects such scholarships and cultural missions, higher education relations with regional and international associations and universities, Statistical data and indicators of higher education and future vision of higher education presented in volume four
