المستخلص: إن المتأمل لواقع صنع القرار في المؤسسة الجزائرية يدرك الفجوة العميقة التي تعاني منها المؤسسة الجزائرية، نتيجة عدة عراقيل تواجهه منها التعقيدات البيروقراطية وتهميش الكفاءات وعدم فعالية أداء جهاز لجنة المشاركة ونقابة العمال . فالمؤسسات الجزائرية سواء منها الإنتاجية أو غير الإنتاجية أصبحت مثقلة بنمط قيادي بيروقراطي مدمّر ، وعليه فإن الرّهان الأكبر تمثل في الظروف العامة المحيطة بصنع القرار السليم في المؤسسة الجزائرية ليس من الناحية المعرفية ولكن من الناحية القيادية التي ما زالت تؤثر على مشاركة العمال في صنع القرار بصفة فعلية .
وهذا ما سنحاول تبيانه من خلال دراسة الظروف العامة التي تعيق صنع القرار السليم في المؤسسة الجزائرية و إستراتيجية النهوض بها حتى نبني مؤسسة عالمية بمختلف المقاييس و التي تتطلب ترشيد سياسة التسيير للرفع من مستوى إنتاج المؤسسة وكذا رفع مشاركة العمال في صنع القرار و تثمين جهود الفاعلين الاجتماعيين في المؤسسة من عمال و قيادات ،حيث نعدّ المؤسسة للتحديات المستقبلية.

La pratique réelle de la prise des décisions dans l’entreprise algérienne confronte dénommes: Problème une bureaucratie incontournable, et la marginalisation des compétences et l’inefficacité de la performance de votre comite de participation et le syndicat. Les entreprises algériennes productif et non productif qui constituent aujourd’hui un véritable fléau. Ce sont désignes patents de l’absence dune stratégie cohérente.
Notre modeste contribution a pour objet de cerner et analyser les contraintes liées à la prise des décisions. Le débat actuel ne peut être oriente que vers la stratégie à mener à bien et réussir en œuvre pour mener à bien et réussir l’abonne décisions.

The contemplator of the decision-making reality of the Algerian establishment is aware of the deep gap experienced by the Algerian institution, as a result of several obstacles facing it, such as bureaucratic complexities, marginalization of competencies and ineffectiveness of the performance of the committee of the participation and labor union. Algerian institutions, both productive and non-productive, have become burdened with a destructive bureaucratic leadership style, and therefore the biggest challenge is represented in the general circumstances surrounding the proper decision-making in the Algerian institution, not in terms of knowledge, but in terms of leadership, which still affect the participation of workers in actual decision-making. This is what we will try to reveal by studying the general conditions hindering the sound decision-making in the Algerian institution and the strategy of promoting it to build a global institution in various measures. This requires rationalizing the facilitation policy to raise the level of production of the institution, as well as raising the participation of workers in decision-making and valuing the efforts of the social actors in the organization, such as workers and leaders, as we are preparing the institution for future challenges.
