في كل عام تقوم الحكومات باستثمار مئات من ملايين الجنيهات في التعليم العالي داخل أو خارج حدود أقطارها والعائد من ذلك واضح سواء كان على مستوى الفرد أو على مستوى الوطن. والجامعة هيئة معقدة تضم عناصر متفاعلة فيما بينها وتعتبر البنية التحتية للنشاطات العلمية والبنية السوسيولوجية للعلاقات بين الأفراد والجماعات وأخيراً البنية العلوية للقيم، وتوافق البنية التحتية الارتباطات التكنولوجية والتنافسية التي تواجهها الجامعة من أجل الحفاظ على كيانها وتطوير نشاطاتها. ويعد التعامل والمعاملة داخل الإطار التنظيمي للجامعة له مكانة خاصة وحساسة للغاية لدى العاملين بخصوص الإبداع واستخراج أحسن ما عندهم إلا أن هذا لا يمنعنا من التأكيد على وجود سوء استغلال لمهارات العاملين وإخماد قدراتهم وإبداعاتهم وآرائهم في المشاركة في الأهداف الأمر الناتج عن الاختلاف والتنوع الثقافي للمؤسسات الجامعية والقائمين عليها. ويعد تقليص هامش الحرية للعاملين بالعلاقات العامة بالجامعات الذي يقر بالطاعة والانصياع والاستقامة لا يبعث عامل التحفيز فيهم، لذلك وجب عليهم الاعتماد على ذكاء المورد الإنساني ورغباته فالعاملين يطالبون دوماً بالامتنان ويعانون من صلابة القواعد والإجراءات الإدارية. وتلعب الثقافة دوراً بالغ الأهمية في تشكيل المجتمعات ويقصد بتعبير "ثقافة" طريقة فهم الحياة، وكيفية تنظيمها، وأساليب العيش فيها، والتي تميز مجتمعاً معيناً عن غيره من المجتمعات، وتعطيه وجهه الأصيل، ومن ثم شخصيته التي تميزه عن غيره من المجتمعات. والثقافة بالنسبة إلى الفرد في المجتمع هي عطاء يكتسبه عند ولادته، ويتطبع عليه في أنماط سلوكه وطرق تفكيره وإدراكه كما هو موجود في العالم الخارجي ولكنه يستطيع أن يغير من تلك الأنماط والسلوكيات التي اكتسبها إذا رأى مبرراً مقنعاً لذلك. ومن ناحية أخرى حيث أن الثقافة ذات طابع جماعي قبل كل شيء فإنها تغدو مشاركة ما بين الأفراد الذين يعيشون في كنفها، لأنها تخلق تماثلاً أساسياً في أذهانهم وفي تصرفاتهم التي سوف تميزهم عن الأفراد الذين يعيشون في ظل حضارة أخرى.
