المستخلص: Water is of the greatest blessings that Allah has bestowed upon mankind. Water is life, and it is the basis of the emergence of the creation, the formation of civilizations and countries, and it is an essential element in the survival and continuity of the life of man, animal and plant.
Water security is therefore one of the fundamental pillars upon which human security rests in general. Water is an essential element of human survival and existence without which life is impossible, and it is a right from the fundamental rights of the human. Its preservation is an obligation that falls upon both individuals and states, and this is what the revealed religions, including the Islamic Sharee’ah have called to just as man-made laws have called to this.
The concept of water security as a term falls within fundamental human rights. In order to reach a wholistic theory of water security as a concept, study and application, we must address the place of this right within the range of human rights, in view of the role that water security plays in relation to maintaining the stability and security of mankind, in light of conflicts that may arise due to water. However, the activation of the legal principles related to human rights would naturally reduce and diminish the violations that could affect this important resource.

L'eau est l' un des meilleures bénédictions accordées par Dieu Tout Puissant à l'humanité, et l'eau c'est la vie, c'est la base de l'origine de l'univers et les civilisations et les nations, c'est un élément clé dans la survie et la continuité de la vie humaine, animale et végétale. ET la sécurité de l'eau un des piliers fondamentaux sur lesquels est baseé la sécurité humaine en général, l'eau est un élément essentiel pour la survie et l'existence humaine, et sans elle impossible à la vie, c'est un droit des droits humains fondamentaux, et de maintenir l'obligation des individus et des nations, qui est appelé par les religions célestes, y compris la charia islamique et proclamée par les lois.
Le concept de sécurité de l'eau comme un terme s'inscrit dans les droits fondamentaux de l'homme, et jusqu'à ce que nous arrivons à une théorie complète dans l'étude de concept de sécurité de l'eau et de l'application, doit-on répondre à l'emplacement de cette induction dans la gamme des droits différents, en raison de la pièce de rôle de sécurité de l'eau dans le maintien de la stabilité et de la sécurité de l'humanité dans avec les conflits qui peuvent survenir en raison de l'eau, mais que l'activation des règles juridiques sur les droits humains qui permettront de réduire et de minimiser les violations qui peuvent affecter cette ressource importante.


إن الماء من أفضل النعم التي انعم الله عز وجل بها على البشرية، فالماء هو الحياة، وهو أساس نشأة الكون وتكون الحضارات والدول، وهو عنصر أساسي في بقاء واستمرارية حياة الإنسان والحيوان والنبات.
ولذلك يعد الأمن المائي احد الدعائم الأساسية التي يقوم عليها الأمن الإنساني بصفة عامة، فالماء عنصر ضروري لبقاء الإنسان ووجوده وبدونه تستحيل الحياة، وهو حق من حقوق الإنسان الأساسية، والمحافظة عليه التزام يقع على عاتق الأفراد والدول، وهو ما دعت إليه الأديان السماوية ومنها الشريعة الإسلامية ونادت به القوانين الوضعية.
ومفهوم الأمن المائي كمصطلح يدخل ضمن حقوق الإنسان الأساسية، وحتى نصل إلى نظرية متكاملة في الأمن المائي مفهوما ودراسة وتطبيقا؛ يجب ان نتطرق إلى موقع هذا الحق ضمن مجموعة حقوق الإنسان المختلفة، نظرا لما يلعبه الأمن المائي من دور في المحافظة على استقرار وأمن البشرية في ظل الصراعات التي قد تنشب بسبب المياه، غير ان تفعيل القواعد القانونية المتعلقة بحقوق الإنسان من شأنها التقليص والتقليل من الانتهاكات التي قد تمس هذا المورد الهام.
