The paper aims to identify the reality of labor organizations Humanitarian and Voluntary Northern State, and then try to look to the future of these organizations, in order to activate the role of these organizations from the state during the construction, financing and institutional capacity building and networking. Where the paper is to address the theoretical concepts associated with the axis of civil society organizations, and then deal with the reality of organizations, voluntary and humanitarian work in the northern state, to get rid of many of the results, which are the weak interest in civil society organizations in general, and voluntary, including in particular, weak infrastructure of these organizations, and lack of commitment of those organizations to the principle of specialization, and the weak capacity of the cadres that run, and the absence of the office of a humanitarian mandate, and the absence of a state law with the privacy of regulated work, and the low level of organization of the department of the ministry of the organizations, the lack of these organizations to support and forms of financial aid is different, and the lack of networking and partnerships with other sectors of these organizations, which has weakened its capabilities. The paper cited several recommendations about the need to develop a strategic vision and clear government policies for the advancement of the axis of the state of civil society organizations, and work on encouraging and stimulating the private sector to finance some of its responsibilities social projects and programs of these organizations, and the need for these organizations on the basis of specialization in the activities carried out by, and that those who are keen on the order the state to make many of the concepts applied in the work of voluntary organizations working effectively and assembly, networking and partnership building, transparency, accountability and evaluation exercise more, by linking many of the positive and negative stimuli, by linking a number of positive and negative stimuli, with the need to link these stimuli legal texts ‘ in addition to many of the pressing regulatory partnerships and networking for the advancement of voluntary organizations and humanitarian work the state for support and capacity building, and work on linking urged research centers, the state and the private University of Dongola to take up voluntary organizations within the research activities carried out by, in addrtion to open an office of the Humanitarian Aid Commission mandate, and the establishment of a fund to support those organizations, and the establishment of a website to publicize these organizations and activities.
