|b The paper aims to identify the reality of labor organizations Humanitarian and Voluntary Northern State, and then try to look to the future of these organizations, in order to activate the role of these organizations from the state during the construction, financing and institutional capacity building and networking. Where the paper is to address the theoretical concepts associated with the axis of civil society organizations, and then deal with the reality of organizations, voluntary and humanitarian work in the northern state, to get rid of many of the results, which are the weak interest in civil society organizations in general, and voluntary, including in particular, weak infrastructure of these organizations, and lack of commitment of those organizations to the principle of specialization, and the weak capacity of the cadres that run, and the absence of the office of a humanitarian mandate, and the absence of a state law with the privacy of regulated work, and the low level of organization of the department of the ministry of the organizations, the lack of these organizations to support and forms of financial aid is different, and the lack of networking and partnerships with other sectors of these organizations, which has weakened its capabilities.
