المستخلص: This study aimed to identify the role of the strategic analysis of the environment in organizational development in the Palestinian municipalities, as well as to identify the level of adopting strategic analysis of the environment and organizational development in the Palestinian municipalities level through a comprehensive survey of a sample study, which amounted to (86) employees at the managers level in the seven municipalities of the central Province in the Gaza Strip. To conduct the study the researchers use the questionnaire tool for the data collection required for the study; whereas this tool is divided into three parts: personal and functional characteristics of the study sample, the level of the strategic analysis of the environment (internal and external environment of the municipality), and organizational development level (organizational structure, simplification of procedures, rules and regulations, the staff development, and the technology used). The SPSS program (Statistical Package for Social Science), and appropriate statistical tests such as frequencies, percentages and averages, relative weights and standard deviation and Pearson correlation coefficient and t-test were used in data analysis. The results indicated the existence of a relationship between strategic analysis of the environment and the level of organizational development in the Palestinian municipalities, as the study found that most of Palestinian municipalities’ adopt the strategic analysis of the environment, whereas an average number of Palestinian municipalities’ adopt organizational development. The study recommends the need to allocate a special budget for organizational development; besides the formation of an administrative body to supervise the organizational development process; in addition to continue the process of strategic analysis of the environment in the Palestinian municipalities’ budget.

هدفت الدراسة إلى التعرف على دور التحليل الإستراتيجي للبيئة في التطوير التنظيمي في البلديات الفلسطينية، إلى جانب التعرف على كل من مستوى الأخذ بالتحليل الإستراتيجي للبيئة و مستوى التطوير التنظيمي في البلديات الفلسطينية، وذلك من خلال المسح الشامل لعينة الدراسة التي بلغت (86) موظفاً من أصحاب المناصب الإدارية في بلديات المحافظة الوسطى السبع في قطاع غزة. لإجراء الدراسة استخدم الباحثان أداة الاستبانة في جمع البيانات اللازمة للدراسة وقد اشتملت على ثلاثة أجزاء: الخصائص الشخصية والوظيفية لعينة الدراسة، مستوى التحليل الإستراتيجي للبيئة(البيئة الداخلية والخارجية للبلدية)، مستوى التطوير التنظيمي (الهيكل التنظيمي، تبسيط الإجراءات، الأنظمة واللوائح، تنمية وتطوير الموظفين، التكنولوجيا المستخدمة). تم استخدام برنامج SPSS (Statistical Package for Social Science) الإحصائي والاختبارات الإحصائية المناسبة مثل التكرارات والنسب المئوية والمتوسطات الحسابية والأوزان النسبية والانحراف المعياري و معامل ارتباط بيرسون واختبار t . وأظهرت النتائج وجود علاقة بين التحليل الإستراتيجي للبيئة ومستوى التطوير التنظيمي في البلديات الفلسطينية، كما توصلت الدراسة إلى أن مستوى الأخذ بالتحليل الإستراتيجي للبيئة في البلديات الفلسطينية درجته(كبيرة)، كما أن مستوى التطوير التنظيمي في البلديات الفلسطينية درجته(متوسطة). وأوصت الدراسة بالعديد من التوصيات منها ضرورة تخصيص موازنة خاصة بالتطوير التنظيمي، وتشكيل جسم إداري يقوم بالإشراف على عملية التطوير التنظيمي، والاستمرار في عملية التحليل الإستراتيجي للبيئة في البلديات الفلسطينية.
