المستخلص: إنه رغم وجود مشاكل لتعريف الإجرام المستحدث والمنظم فلا يزال هناك من يتطرق لدراسة الإجرام ولعل عدم وضع المجتمع الدولي مقياساً واضحاً للجريمة المستحدثة يرجع إلى عدم إمكانية حصر وضبط خصائص الإجرام المستحدث لجمعه في إطار شامل إلى اختلاف مفهوم الجرائم المستحدثة من دولة غنية ودولة نامية واختلاف المصالح الاقتصادية والمالية لكلا هذين النوعين من دول العالم، ولعل ما يؤكد وجهة نظرنا أن جهود الأمم المتحدة والدول الأوربية والأمريكية وغيرها المتقدمة اقتصادياً حول تناولها للجريمة المستحدثة تختلف عن الجريمة المستحدثة في الدول النامية؛ فجهود إعلان نابولي السياسي "الذي يمكن القول بأنه يعبر عن وجهة نظر الدول الأوربية والأمريكية وغيرها من الدول الغنية التي تحاول منع انتقال الأموال إلى الدولة النامية لغسلها واستثمارها بعيداً عن الرقابة في الدول الغنية، يختلف عن وجهة نظر الدول النامية التي تحاول تشجيع رؤوس الأموال الأجنبية المنتقلة إليها عادةً من الدول الغنية لتنفذ خطط التنمية الطموحة فيها".

Although there are problems in defining both modern and organized criminality, there are still those who deal with the study of criminality. Perhaps the failure of the international community to establish a clear scale of the modern crime is because it is not possible to limit and adjust the characteristics of the modern criminality to collect it in a comprehensive framework. There is also the difference of its concept from a rich country and a developing country, and the different economic and financial interests of these two types of countries. Perhaps what confirms our point of view is that the efforts of the United Nations, the European countries, the United States and other economically developed countries in dealing with the modern crime differ from developing countries. As the efforts of the Naples Political Declaration, "which can be said to reflect the views of European, American and other rich countries that try to prevent the transfer of money to the developing country for laundering and investing it away from censorship in rich countries, differ from that of developing countries trying to encourage foreign capitals usually transferred to them from rich countries to implement their ambitious development plans".
