المستخلص: تهدف هذه الدراسة إلى الوقوف على الصورة الحقيقية لواقع بيئة الأعمال في الجزائر وأهم العقبات التي واجهت وما زالت تواجه جذب وتشجيع الاستثمارات في الجزائر وتؤثر بالتالي على تنافسية الاقتصاد الجزائرية، وذلك من خلال تقييم الدور الحكومي في تهيئة بيئة أعمال محفزة وداعمة للقدرات التنافسية للأنشطة الإنتاجية والخدمية، حيث أنه كلما نجحت الحكومات في خلق بيئة أعمال مواتية مقارنة بالدول الأخرى كلما ساهم هذا في تعزيز قدراتها التنافسية، واستخلصنا من البحث أن تأخر الجزائر في إجراء تغييرات تشريعية في مجال تحديد الأنظمة الضريبية، وتحرير الاقتصاد، وإصلاحات أخرى في قطاعات المال والمصارف والتأمين، والتوجه نحو الانفتاح والاندماج في الاقتصاد العالمي، أدى إل تدهور مناخ الاستثمار وبيئة الأعمال في الجزائر، مما أدى إلى ضعف الاستثمار الخاص والأجنبي، وبالتالي ضعف الصادرات غير النفطية، كل ذلك كان له الأثر الكبير على تراجع تنافسية الجزائر العالمية، لنخلص في النهاية إلى ضرورة التحرك الجدي من قبل الجزائر نحو الإصلاح الحقيقي للقضاء على أهم المشكلات التي يعاني منها الاقتصاد الجزائري

Cette étude vise à identifier la véritable image de la réalité de l'environnement des affaires en Algérie et les principaux obstacles rencontrés , et continue à faire face à attirer et encourager les investissements en Algérie et par conséquent affecter la compétitivité de l'économie algérienne, et à travers l'évaluation du rôle du gouvernement dans la création d'un environnement propice aux affaires et de soutien de la capacité des activités concurrentielles productivité et le service, où que chaque fois que les gouvernements doivent créer un environnement propice aux affaires par rapport à d'autres pays chaque fois que cela a contribué à renforcer leur compétitivité .moins qu'il extrait de la recherche que le retard dans les changements législatifs dans la modernisation des systèmes fiscaux, et la libéralisation de l'économie de l'Algérie, et d'autres réformes dans les secteurs de la finance, la banque et l'assurance, et la tendance à l'ouverture et l'intégration dans l'économie mondiale, a conduit à une détérioration du climat d'investissement et l'environnement des affaires en Algérie, ce qui conduit à des investissements privés et étrangers faible, et donc la faiblesse des exportations non pétrolières, tout cela a eu un impact significatif sur le déclin de la compétitivité de l'économie algérienne, de conclure à la fin la nécessité d'agir au sérieux par l'Algérie vers une véritable réforme pour éliminer les problèmes les plus importants auxquels fait face l'économie algérienne.

This study aims to identify the true picture of the reality of the business environment in Algeria and the most significant obstacles which were faced and continue to be faced in respect to attracting and encouraging investments in Algeria and which, in turn, affect the competitiveness of the Algerian economy. That will be undertaken by assessing the role of government in relation to creating a business environment that is stimulating and supportive of the competitiveness of production and service activities. The more governments succeed in creating a favorable business environment compared to other countries, the more this contributes to enhancing their competitiveness. We concluded from the research that Algeria's delay in making legislative changes in the area of tax regulation, liberalization of the economy, and other reforms in the financial, banking and insurance sectors, in addition to the trend towards openness and integration into the world economy have led to the deterioration of the investment climate and business environment in Algeria, which consequently led to the deterioration of Algeria's investment and business environment, which, in turn, led to weak private and foreign investment, and hence weak non-oil exports. All of this has had a significant impact on Algeria's global competitiveness. In the end, we conclude the need for serious action by Algeria towards real reform to eliminate the most important problems facing the Algerian economy.
