المستخلص: Human rights exposed in its two dimension humanitarian civil and political to serious violations involving an insult to human dignity, this highlights the importance of non-governmental organizations as a tool that can play an active role in urging the states and peoples to respect human rights in a broad sense, in addition to contributing in spreading and strengthening the culture of human rights and awareness. The study discusses the reasons for the attention of non- governmental international organizations to implement the rules of the international law of human rights, the legal rules governing the protection of human rights and the mechanisms of non- governmental international organizations to implement the rules of the international law of human rights.
