The article aimed to shed light on the criteria and mechanisms to be followed for the organizational development of the administrative apparatus of the State. The article dealt with the organizational development standards of the state administration. The criteria for development were represented in the strategic role of the ministries, the reliance on decentralization and the support of the local administration system, the focus on the main task, the organizational stability, the simple and uncomplicated organizational chart, the integration of frequent and similar activities and departments, the reduction of advisory units of the competent authority, the non-expansion of organizational levels or administrative units in the organization for the first time, the creation and modification of the roles of departments concerned with administrative modernization. The article referred to the mechanisms of development in the administrative apparatus of the state. The development mechanisms included how to prepare a regulatory structure for a new governmental entity and the reorganization of administrative units. The article concluded with an analysis of the stages of the administrative units' reorganization, and these stages included, the stage of identifying the organizational problem, the stage of collecting data and information on the organizational problem, the stage of analyzing the information and data on the organizational problem and the stage of preparing alternatives and selecting the best ones.
