|f The article aimed to shed light on who is responsible for the development of education in reference to the problem of education in Egypt. The article referred to the responsibility of the State to ensure education for its citizens, who has the right to education, the most important texts of the International Covenant on Economic, Social and Cultural Rights and the content of the Convention on the Rights of the Child. The article focused on discussing the history of Egyptian education, what is meant by katateb, the deterioration of education, the phenomenon of illiteracy and how to fight it, the phenomenon of foreign education, national education and the spread of the Arabic language. The article explained the phenomenon of cheating and leakage. The article concluded by explaining the importance of libraries and laboratories in education, And the importance of developing universities, and interest in raising the level of scientific research in all scientific and theoretical disciplines, and provide independence of universities, and the pursuit of universities to the latest cultural and scientific developments in the world.
