المستخلص: تمشيا مع الاتجاهات العالمية في مجال ديمقراطية التعليم بإتاحة فرص التعليم المتميز للجميع، مما ألقى على أنظمة التعليم المعاصرة في مختلف المجتمعات الدولية مسئولية سرعة تطوير نفسها وخاصة بعد ظهور كثير من المستحدثات سواء في تكنولوجيا المعلومات أو الاتصالات أو البرمجيات أو الشبكات ... إلخ، مما أحدث تغيرا كبيرا في دور المؤسسات التعليمية، وخاصة بعد شيوع استخدام الإنترنت في التدريس والتعليم وظهور ما يعرف بــــ "بيئات التعلم المبنية على الإنترنت Web Based Learning Environments، فكان منطقيا أن تستجيب أنظمة التعليم للمستحدثات التكنولوجية بإجراء تغييرات جذرية بها ليمكنها تحقيق أهداف مجتمعنا الحالي "مجتمع المعرفة"، وتم تأسيس تعلم متكامل معتمد على هذه التقنيات وهو ما سمي "بالتعليم الإلكترونيElectronic Learning "، حيث قدمت التكنولوجيا الحديثة وسائل وأدوات لعبت دورا كبيرا في تطوير أساليب التعليم والتعلم في السنوات الأخيرة، كما أتاحت الفريصة لتحسين أساليب التعلم وتوفير المناخ التربوي الفعال الذي يساعد على تفعيل العملية التعليمية وإخراجها بصورة جيدة.
وقد لاحظت الباحثة أن للمكتبات الجامعية بصفتها من أهم مؤسسات التعليم والمعلومات. دورا بارزا في تفعيل نظام التعليم الإلكتروني في البيئة التعليمية، حيث أن الهدف من التعليم الآن لا يقتصر فقط على اكتساب المتعلم المعارف والحقائق بل تعداه إلى تنمية مهاراته وقدراته وبناء شخصيته ليكون قادرا على التفاعل مع متغيرات العصر ومواكبا للتطورات المعلوماتية والتكنولوجية المتلاحقة وقادرا على صناعة حياة جديدة قائمة على السيادة لا التبعية وفق تعاليم دينه ومجتمعه.
ومن ثم تأتي هذه الدراسة لتلقي الضوء على ما تتيحه المكتبات الجامعية من خدمات بصفتها من أهم مؤسسات المعلومات تجاه تدعيم نظام التعليم الإلكتروني في ظل التطورات المتلاحقة لتكنولوجيا المعلومات والاتصالات، والخروج بتوصيات تساعد تلك المؤسسات التعليمية في تحقيق أسس مجتمع المعرفة العربي المنشود وتفعيل ومساندة أحدث أشكال التعليم الحالية وهو "التعليم الإلكتروني".
وقد سعت الدراسة الحالية لتحقيق مجموعة من الأهداف، من أهمها:
١/ إلقاء الضوء على ماهية نظام التعليم الإلكتروني من حيث: مفهومه، الفرق بينه وبين التعليم التقليدي، خصائصه، فوائده، وسائله، ومعوقات تطبيقه.
2/ التعرف على الخدمات الرقمية للمكتبات الجامعية تجاه تدعيم نظام التعليم الإلكتروني.
وخلصت الدراسة إلى عدة نتائج، من أهمها:
١ - هناك العديد من الفوائد للمكتبات الجامعية الرقمية تجاه تدعيم وتفعيل نظام التعليم الإلكتروني، من أهمها:
- فتح الدورات التدريبية المتخصصة للطلبة وأعضاء هيئة التدريس.
- تقوية التعاون والاتصال بين طلبة التعليم الإلكتروني وأعضاء هيئة التدريس، والطلبة وبعضهم البعض.
2- هناك العديد من الآثار الإيجابية العائدة على طلبة التعليم الإلكتروني نتيجة استخدامهم لمصادر المكتبة الرقمية، ومنها:
- تسهيل متابعة التطورات الحديثة في التخصص، وتبسيط المادة العلمية المقدمة للطلبة.
- الحصول على أشكال مختلفة من المعلومات ومتابعة دروسهم في أي وقت ومن أي مكان.
وأوصت الدراسة بمجموعة من التوصيات، من أهمها :
١ - بناء على المسئوليات المتعددة المنوطة باختصاصيي المعلومات في المكتبة الجامعية ينبغي على الجهات المسئولة تنمية العديد من المهارات لديهم والتي تمكنهم من المشاركة في دعم وتفعيل نظام التعليم الإلكتروني من خلال: عقد برمج تدريبية متنوعة لهم تمكنهم من ملاحقة آخر التطورات في مجال المكتبات والمعلومات، وملاحقة التطورات في مجال تكنولوجيا التعليم الإلكتروني، ويجب أن تتنوع البرامج لتشمل: مهارات الاتصال، مهارات المعلومات، المهارات اللغوية، مهارات إدارة المعرفة، مهارات الحاسوب والإنترنت والتعامل مع النظم الآلية .
٢ - ينبغي على الجهات العربية المسئولة عن المكتبات الجامعية وغيرها من مؤسسات المعلومات وعلى رأسها الاتحاد العربي للمكتبات والمعلومات (اعلم)، والجمعيات المهنية المتخصصة في مجال المكتبات والمعلومات أن تتولى مسئولية تطوير اختصاصيي المعلومات من خلال الآتي:
- تقديم برمج تدريبية وورش عمل في العديد من مدن الدول العربية لتطوير اختصاصيي المعلومات في كافة مجالات تكنولوجيا المعلومات والاتصالات والبرمجيات والحاسبات لمواكبة أحدث مستجدات مجتمع المعرفة.
- تكثيف عقد المؤتمرات الدولية والإقليمية التي تناقش أحدث المستجدات في مجال تكنولوجيا المعلومات والاتصالات والبرمجيات والحاسبات، وتشجيع الباحثين المتميزين على المشاركة فيها.


In line with the global trends in the field of education democracy by providing excellent educational opportunities for all, which has placed, on contemporary education systems in various international societies, the responsibility for the rapid development of themselves, especially after the emergence of many innovations, whether in information technology, communication, software or networks, etc. which has significantly changed the role of educational institutions, especially after the widespread use of the Internet in teaching and education and the emergence of what is known as "web-based learning environments." It was logical that education systems should respond to technological innovations by making radical changes to enable them to achieve the goals of our current society, the "knowledge society." Integrated learning based on these technologies was established, called "Electronic Learning," where modern technology has provided means and tools that have played a major role in developing teaching and learning methods in recent years. It also provided the opportunity to improve learning methods and provide an effective educational environment that helps to activate the educational process and bring it out well.
As one of the most important educational and information institutions, the researcher noted that university libraries have a prominent role in activating the e-learning system in the educational environment. As the goal of education now is not only to acquire knowledge and facts by the learner, but also to develop his skills and abilities, build his personality to be able to interact with the variables of the times, and keep pace with the successive information and technological developments and able to make a new life based on sovereignty nor dependency according to the teachings of his religion and society.
This study then comes to highlight the services offered by university libraries as one of the most important information institutions towards strengthening the e-learning system in light of the successive developments in information and communication technologies. It then comes up with recommendations that help these educational institutions achieve the foundations of a desired Arab knowledge society and activate and support the latest forms of current education, i.e., "e-learning."
The current study has sought to achieve a set of objectives, the most important of which are:
1/ Shedding light on what is e-learning system in terms of its concept, the difference between it and traditional education, its characteristics, benefits, means, and obstacles to its application.
2/ Identify the digital services of university libraries towards strengthening the e-learning system.
The study reached several conclusions, most notably:
1. There are many benefits of digital university libraries in strengthening and activating the e-learning system, the most important of which are:
- Opening specialized training courses for students and faculty members.
- Strengthening cooperation and communication between e-learning students, faculty members, students, and with each other.
2. There are many positive effects on e-learning students as a result of their use of digital library resources, including:
- Easiness of following recent developments in specialization and simplification of the scientific material provided to students.
- Getting different forms of information and following lessons at any time and from anywhere.
The study made a set of recommendations, the most important of which include:
1. Based on the multiple responsibilities of information specialists in the University Library, the responsible authorities should develop many skills that enable them to participate in supporting and activating the e-learning system through:
Holding a variety of training programs to enable them to keep track of the latest developments in the field of libraries and information and to follow developments in the field of e-learning technology;
Programs should vary to include: communication skills, information skills, language skills, knowledge management skills, computer and Internet skills, and automated systems handling.
2. Arab entities responsible for university libraries and other information institutions, foremost among them the Arab Federation for Libraries and Information (AFLI); professional associations specialized in the field of libraries and information should be responsible for the development of information specialists through the following:
- Providing training programs and workshops in many cities in the Arab countries to develop information specialists in all fields of ICT, software, and computers to keep abreast of the latest developments in the knowledge society.
- Intensifying the holding of international and regional conferences discussing the latest developments in information and communication technology, software, and computers and encouraging distinguished researchers to participate in them.
