هناك مجموعة من المشكلات التي تفوق تطبيق الحكومة الالكترونية في مصر أهمها مشكلة البطالة، ومشكلة الاتصال الاجتماعي والتفكك الاجتماعي وفقدان الخصوصية وفقدان الأمان وارتفاع التكاليف وغير ذلك من المشكلات التي تنعكس على أداء المنظمات العامة في مصر. ولقد تم عرض مجموعة من الموضوعات الهامة أهمها مبررات تطبيق الحكومة الالكترونية، ومراحل تطبيق الحكومة الالكترونية، ومتطلبات تطبيق الحكومة الالكترونية، المشكلات التي تواجه تطبيق الحكومة الالكترونية، وأهم هذه المشكلات والمعوقات وكيف يؤثر ذلك على أداء المنظمات العامة في مصر.
