المستخلص: يتطرق موضوع البحث إلى تحديد منظومة مفاهيم الأمن داخليا وخارجيا، مبينا في نفس هذا السياق الأمن الجزئي والكلي الذي يؤثر ويتأثر ببعضه، لأن التغير في الألفاظ ومعانيها تغير في مضمون السلوك السياسي وعناصره؛ ومن هذه الألفاظ التي يقوم على جوهرها الأمن الوطني؛ هو حماية أمن مثلت الدولة "المواطن والإقليم والهيئة الحاكمة"؛ التي من خلالها يحدد صانع القرار السياسي استراتيجيته وأهدافه، ودوره، وتوجهه، ويرتب من خلالها أولوياته. بناء على ذلك، سعى الباحث لتوضيح المقومات التي تدعم الثقة السياسية بين الحاكم والمحكوم باعتبارهم في سفينة واحدة، مبينا عوارض الإهمال ومعالم انتكاسة الثقة السياسة، وغياب الإرادة، وأزمة القيم، وهشاشة الاستقرار الإداري؛ التي انعكست في مجملها على صلابة الأمن الوطني الليبي داخليا وخارجيا، بعد ذلك تم الحديث عن فاعلية انعاش ثقة العمل السياسي الداعم للوحدة الوطنية، والمسائل للوعي المواطني، المقترن بالمرجعية الدينية.

Accordingly, the researcher has sought to clarify the elements that support the political trust between the governing and the governed as one ship, showing symptoms of neglect and a trust policy, and the absence of a will, and the crisis of values, and the fragility of the stability rules; which was reflected in its entirety on the hardness of the Libyan national security both internally and externally, then talk about the effectiveness of the recovery of confidence of political action in support of national unity, in support of the awareness of citizens, coupled with the religious reference.
