مشكلة ضعف نتائج اللاعبين المصرييـن أثارت انتباه قادة الرياضة والمسئوليـن عنها في مصر، حيث اكتشفوا أن اختيار الناشئين وتنمية الموهوبين منهم وعملية إعدادهم تحتاج إلي حلول علميه، ومن هذا المنطلق فتحت مدارس للموهوبين في رياضات مختلفة وبدأ الاهتمام بانتقاء الناشئين ذوي القدرات البدنية والمهارية المميزة في جميع محافظات مصر. وتظهر أهمية دراسة الوضع الراهن في تحديد أهداف واضحة كما ونوعا لكل جهاز أو وحده في المنشأة الرياضية مع تحديد قيمة المستويات الإدارية وتحديد مسؤلياتها عن تحقيق هذه الأهداف وإنجازها خلال فترة زمنية محدده مع إطلاق حرية العمل وعدم التقيد المطلق بالقوانين واللوائح أو التدخل المستمر في شئون العمل، بمعني أن دراسة الوضع الراهن يشير إلي مدي قدرة المديرين علي تحقيق النتائج ومعرفه الايجابيات والسلبيات التي ظهرت في عمل كل جهاز أو وحده إدارية مع العمل علي تلافي السلبيات التي ظهرت، ومن هنا يستمد كل شيء منطقه من النتائج ومدي تحقيق الأهداف. وعملية اختيار الناشئين الموهوبين لها ارتباط وثيق بوصول الناشئين إلي مستويات أداء عالية وتحقيق أرقام قياسية حيث يتم الاستناد علي الأسس النظرية والأساليب العلمية والتي تساهم في عملية الانتقاء. كما أن الاهتمام المستمر بالموارد المادية من ملاعب وأجهزة وأدوات رياضية داخل المنشأة، كذلك الاهتمام بالأجهزة والأدوات التي تستخدم في الأنشطة الرياضية المقامة داخل المنشآت الرياضية، وتطوير كفاءة العاملين داخل المشروع من مدربين ومساعدين ومشرفيين وغيرهم يساهم في الارتقاء بمستوي الناشئ ويحقق الغرض من المشروع . \
