|a تشهد سورية والعراق تدفقات هائلة للاجئين مذكرة بالمأساة في فلسطين، ما يجعل مراجعة التجربة العربية في المجال أمرا حيويا يفرضه واجب الوقت والحال، ويشكل البحث قاعدة انطلاق للمهتمين بالمجال. إذ حاول إسقاط نتائج الحالة السودانية على الراهن، بحيث يسهل تشخيص الأوضاع الماثلة وتعميم النتائج التي توصل إليها. يتحسس البحث استجابة البحوث التي اهتمت بظاهرة اللاجئين للسلوك السياسي -العدواني لحركات اللاجئين، والتي استضافها السودان، وأن يجد منطقا له مرتبطا ببيئة الظاهرة نفسها وسياقها. ومن ثم فإن مشكلة البحث على وجهين: أولا معالجة العلاقة بين المرجعية البحثية القائمة على الفكرة Paradigm ومدى مساهمتها في تقوية معالجة تفاصيل قضايا اللاجئين أو ضعفها، ثانيا بيان مدى ارتباط السياسات بمطلوبات الفلسفة التي تتحدث به الدولة عن نفسها كونها تقوم تعبيرا عن قيم المجتمع في ما يتصل باللاجئين. أظهر البحث فرصا لتوظيف الاندماج المحلي بصفته حلا متفقا عليه دوليا لمشكلة اللاجئين في ردم ثغرات بنيوية في المجتمعات العربية. من أهم ما يترتب على البحث وعي الفاعلين، حكومات داعمة وحركات مدعومة وعامة مجتمع اللاجئين، بتبعات التفاعل بين الأطراف الفاعلة في الميدان بعد العودة التطوعية للاجئين لبلدانهم. تستوجب الطبيعة الاستراتيجية للظاهرة إيلاء طول أمدها الزمني اهتماما كبيرا.

|f Syria and Iraq are witnessing massive flows of refugees that remind the tragedy in Palestine. This makes reviewing the Arab experience in the field vital imposed by the duty of time and status. The research is a starting base for those interested in the field. It tried to put the results of the Sudanese situation on the present case to make it easier to diagnose the current situation and disseminate the findings. The research senses the response of studies concerned with the phenomenon of refugees to the political-aggressive behavior of refugee movements that were hosted by Sudan and to find a logic related to the environment and context of the phenomenon itself. Therefore, the problem of research lies in two respects: first, addressing the relationship between the research reference based on the idea of the Paradigm and the extent to which it contributes to strengthening the treatment of the details of refugee issues or their vulnerability. Second, indicate the extent to which policies relate to the philosophical requirements that the State speaks for itself as it express the values of society in relation to refugees. The research has shown opportunities to employ local integration as an internationally agreed solution to the refugee problem in filling structural gaps in Arab societies. One of the most important consequences of the research is the awareness of actors, supporting governments, supported movements, and the general refugee community of the consequences of the interaction between actors on the ground after the voluntary return of refugees to their countries.
