المستخلص:	In this study, the researcher attempted to determine the concept of the general condition that should be needed in any moden Islamic state ruler, so the study emerged to answer question: should an Islamic state leader be a religious scientist? or it is allowed for those who have political abilities and skills to be able to be a good ruler to a state although they are not religious scientists
