|a هدف هذا البحث إلى التعرف إلى الوضع الإداري والمالي للهيئات المحلية في محافظة طولكرم، والتي بلغ عددها اثنتي عشر بلدية واثني عشرة مجلسا وتجمعين سكانيين، ومن أجل التعرف على الواقع الحقيقي لعمل الهيئات المحلية تم توزيع استبانة على رؤساء وأعضاء الهيئات المحلية العاملين في محافظة طولكرم، ومن أهم النتائج أن معظم رؤساء الهيئات المحلية قد تم تعيينهم -لحين عقد الانتخابات الأخيرة -من قبل وزارة الحكم المحلي، وان غالبية الخدمات التي تقدمها هذه الهيئات اقتصرت على تقديم خدمة الكهرباء والماء فقط ولم يكن هناك شراكة حقيقية بين القطاع العام والقطاع الخاص، مما انعكس على فشل الهيئات المحلية في استقطاب الدعم المطلوب من أفراد المجتمع، ومن اجل ذلك قام الباحث باقتراح بعض التوصيات من أهمها، إعطاء الهيئات المحلية صلاحيات أكبر وخصوصا فيما يتعلق بالتعليم والصحة كالدول المتقدمة، وإعادة بناء جسور الثقة مع الجماهير للحصول على الدعم اللازم من أفراد المجتمع، ضرورة قيام الهيئات المحلية ببعض المشاريع الخاصة بها من اجل زيادة الأموال اللازمة للمشاريع وعدم الاعتماد على الهبات من الجهات المختلفة.
|b The objective of this research is to identify the administrative and financial status of the local authorities of Tulkarem province, so in order to identify the real situation of the local authorities, the researcher distributed questionnaires to the heads and members of these local authorities in the province of Tulkarem, the most important conclusions reached is that, the majority of the heads and members of the local bodies have been appointed by the Ministry of Local government, and the majority of services provided by these bodies was confined to providing electricity and water services only, and there was no real partnership between the public sector and the private one, which is reflected in the failure of local authorities to attract the required support of the members of the community, the researcher proposed some recommendations, most importantly, local authorities should be given greater authority, especially with regards to education and health, and should try to re-build confidence to get the necessary support from the members of the community, and finally there is an urgent need for local authorities to establish their own projects in order to generate funds and not to rely only on donations from various entities.
