The e-government area is growing rapidly and expanding greatly. The government to citizen segment of e-government is taking the lead in terms of its importance and size. KSA started a national e-government initiative aiming to streamline government procedures and make information and government services available to business and citizens online. This research shows the results of a study that aims to investigate the holistic effectiveness of e-government services through a citizen's perspective in KSA through the use of a questionnaire, which presents a set of evaluation factors such as awareness, usage, security, infrastructure, performance, improvement, the future of e-government services and more. The results of this preliminary study suggest that awareness of e-government did not reach the required level and on the other hand, there is a large proportion of citizens with full awareness of the importance of implementing the e-government services. All of those factors could influence the effectiveness of e-government services and citizens’ utilisation of them. These evaluation factors can serve as part of an e-government services evaluation framework by highlighting the weaknesses in the delivery of e-government services to segments of different society. Also, this research provides a case study about comparing e-government services in education systems between KSA and the UK. The case study covers some sides in the e-learning system and describes the advantages and disadvantages of e-learning system for both the organisations and learners. Moreover, the evaluation findings can also be used as a means of providing valuable feedback for the planning of future e-government initiatives.
