|a إن تتبع وتحليل ظاهرة تزايد حجم الإنفاق العسكري وما يترتب عليه من تزايد مستمر في الأعباء الاقتصادية الأمر الذي من شأنه أن يؤثر على أوجه الإنفاق الأخرى، فيؤدي إلى تقليل الإنفاق العام على بعض بنود الإنفاق الأخرى كالتعليم والصحة والبنية الأساسية. تبين من هذا البحث ودراسات أخرى تم تناولها أن للإنفاق العسكري أثار إيجابية وأخرى سلبية على علمية التنمية الاقتصادية، وجاءت الأثار إيجابية بالنسبة للدول المتقدمة، ويرجع ذلك إلى كونها تستخدم معظم النفقات العسكرية في تصنيع الأسلحة والتي يتم تصدرها، مما يؤدي إلى زيادة الموارد المالية وخفض عجز الموازنة، وزيادة معدل التوظف، والعكس تمامًا في الدول النامية ومنها بطبيعة الحال ليبيا، حيث أنها تستخدم معظم نفقاتها العسكرية في استيراد الأسلحة مما يؤدي إلى إهدار موارد النقد الأجنبي وزيادة عجز الموازنة العامة وخفض معدل التوظيف، مما يترتب عليها أثارا سلبية مثل: زيادة معدل الضخم وخفض معدل الادخار، والتأثير السلبي على بعض جوانب التنمية البشرية كالتعليم والصحة. وعليه يوصى البحث بترشيد الأنفاق العسكري وزيادة الاهتمام بجوانب التنمية البشرية (التعليم والصحة).

|b To track and analyze the phenomenon of increasing the size of military spending and the consequent increasing the economic burden which would have an impact on other spending, is either to reduce public spending on some items of other spending, such as education, health and infrastructure. This research and other studies, concluded that military spending has raised the positive and negative on the economic development process. For developed countries, effects were positive, because it is used most of the military expenditures in the manufacturing of weapons, where they are exported, and this leads to increased financial resources and reduce the budget deficit, and increase the rate of employment. For developing countries, including of course Libya, where they are used most of its military expenditure in the importation of arms, which leads to the waste of foreign currency resources and increase the budget deficit and reduce the rate of employment, and this causes negative effects, such as: increasing the rate of inflation and reduce the savings rate, and the negative impact on some aspects of human development such as education and health. This research is recommended, rationalization of the military spending and increased attention to aspects of human development(education and health).
