تناولنا في هذا البحث باب من أهم أبواب الاقتصاد التطبيقي ألا وهو الاقتصاد الاجتماعي الذي يبحث عن تخفيف المظالم الاجتماعية ورعاية الطبقات المحتاجة إلى العون والحماية توصلاً لإرساء أسس الحماية الاجتماعية والعدالة. تناول البحث مفهوم الضمان الاجتماعي وتطوره عقب الحقب التاريخية المختلفة حيث كان يسمى بقانون الفقير وكان مولد اصطلاح اسمه (الضمان الاجتماعي) Social Security في الولايات المتحدة استعمله الرئيس روزفلت في رسالته للكونجرس 1934 م. ثم عرفنا الضمان الاجتماعي لغة واصطلاحاً ثم تعريفه بواسطة الإعلان العالمي لحـقوق الإنسان ووضحنا أهداف الضمان الاجتماعي والفلسفة التي يقوم عليها. ثم عرفنا التكافل الاجتماعي والضمان الاجتماعي في الإسلام وكيف أن التشريعات الإسلامية هي سابقه لنظام الضمان الاجتماعي العالمي وأنها أشمل وأوسع إلا أنها غير مفعلة. وأوضحنا مفهوم التنمية الاجتماعية ومفهوم التنمية الاقتصادية ومفهوم التنمية السياسية ثم أوضحنا دور الضمان الاجتماعي في التنمية الاقتصادية والاجتماعية والسياسية والاستثمارات التي يقوم بها في مجال الودائع والقروض واستبدال المعاش وبناء المستشفيات والسكن الشعبي وأخيراً أوردنا ملخص للبحث وتوصيات يمكن أن يستفيد منها نظام الضمان الاجتماعي السوداني.
In this research, we approached the one of the most important parts of Applied Economics, namely the social economy which is looking for ease or social injustices and caring for the needy to help and protection to lay the foundations of social protection and justice. The research explained the concept of social security and its development in different historical periods , where it was called the law of the poor , and the emerging of the term name (Social Security). It was used in the United Slates by President Roosevelt in his address to Congress,1934 Then we define the social Security in language an idiomatically and mentioned its definition by the Universal Declaration of Human Rights and Social Security, and we explained the philosophy of it. We also define the social solidarity and social security in Islam and how that Islamic legislation is precedent the international social security system as they are most comprehensive and wider but they are not in practice. We explained the concept of social development, economic development and political development, and explained the role of social security in economic and political development and investment could be done by it in the fields of deposits, loans, replacement of the pension, construction of hospitals and public housing and finally we included a summary of the research and recommendations that could benefit the social security system in Sudan.
