المستخلص: انطلاقا من اعتبارات إنسانية ووطنية في المجتمع العماني، تهتم هذه الدراسة بالبحث في إمكانية توفير فرص لمتابعة فئة الصم والبكم لدراستهم في الجامعة، وإمكانية إيصالهم إلى حقهم في التعليم العالي. ما إمكانية التعليم الجامعي والعالي للصم والبكم، وما متطلباتها؟ وما الإجراءات الممكنة لتهيئة الصم والبكم للتعليم الجامعي من ناحية، ولتهيئة بيئة التعليم الجامعي للصم والبكم من ناحية ثانية؟ وما التخصصات أو المجالات التعليمية الجامعية الممكنة أو المناسبة لهم؟ ذلك هو الاهتمام الرئيس لهذه الدراسة. تكمن أهمية هذه الدراسة في أن نتائجها قد تتيح قاعدة من الأفكار والإجراءات التي يمكن الاستناد إليها للتخطيط لتصميم برامج دراسية في التعليم الجامعي، تكون مناسبة لإمكانات الصم والبكم. إضافة إلى أن الاهتمام بالتعليم الجامعي للصم يقدم صورة إنسانية متقدمة للمجتمع، وفرصة لهذه الفئة من المواطنين لتمكينهم من قدراتهم بشكل أفضل، والنظر إلى مستقبلهم بشكل مختلف.

Considering humanitarian and national factors in the Omani society, this study is concerned with looking into the possibility of providing opportunities for persons with hearing and speech impairment to have their opportunity to higher education through continuing their studies at the university level. What are the possibilities of higher and university education for the persons with hearing and speech impairment? What are the requirements for, on the one hand, preparing the persons with hearing and speech disabilities for university education and , on the other hand, creating an enabling educational environment in higher education institutions? What are the possible or appropriate university disciplines and specializations for them? That is the major concern of this study. The importance of this study is that its results may provide a base of ideas and actions that can be invoked to plan for the design of study programs in higher education that would be suitable for the potentials and capabilities of the persons with hearing and speech impairment. Moreover, the concern with university education for the persons with hearing and speech impairment offers a positive humane image of the society, and an opportunity for empowering this category with better abilities, and look to their future differently.
