المستخلص: تهدف هذه الدراسة إلى تعرف رأي المستفيدين (الركاب) من خدمة النقل بوساطة سيارات الأجرة (الليموزين) تجاه واقع هذه الخدمة، والعوامل المؤثرة في مستوى رضا الركاب عنها، وأهم مقترحاتهم لتحسين مستوى الرضا وزيادة الإقبال على هذه الخدمة وتنظيمها وتطويرها بشكل أفضل في مدينة الرياض. ولتحقيق هذا الهدف صممت استبانة للحصول على البيانات اللازمة، موجهة للسكان بجميع فئاتهم وتم التأكد من صدق هذه الاستبانة وثباتها.
وقد أظهرت نتائج الدراسة آن نسبة كبيرة من العينة تستخدم الأجرة العامة بدلا من الأجرة الخاصة للتنقل، وهي نادرا ما تستخدم هذه الوسيلة للتنقل داخل المدينة وبشكل أساسي للذهاب للعمل للذكور في حالة تعطل المركبة، ولغرض التسوق للإناث، وللذهاب للجامعة للطلاب والطالبات.
كما أظهرت النتائج آن غالبية عينة الدراسة تحصل على سيارة الأجرة من الطريق، ونسبة الانتظار للحصول عليها مقبولة، والسبب الرئيس في استخدام سيارة الأجرة عدم تملك الركبة أو الرخصة للإناث، وتعطل المركبة للذكور، والطريقة التي استخدمت للدفع لتكلفة الرحلة هي التفاوض مع السائق.
كما أبرزت نتائج الدراسة أن نسبة متوسطة من عينة الدراسة راضية إلى حد ما عن مناسبة تكلفة الرحلة، وتري أن هذه الخدمة متوافرة في كل الأوقات. وتتساوي نسبة من تري أن الخدمة تتوافر في أطراف المدينة مع من تري أنها تتوافر فقط في الأماكن الحيوية من المدينة. وبشكل عام تري نسبة معقولة أنها راضية عن هذه الخدمة.
أما ما يتعلق بالعناصر الرئيسية الواجب توافرها في هذه الخدمة فقد أتت العوامل المتعلقة بالسائق في المرتبة الأولي ومن أهمها الالتزام بالقيادة الآمنة واحترام الأنظمة المرورية، والتحلي بالآداب العامة، والأمانة والصدق في التعامل، يلي ذلك العوامل المتعلقة بالمركبة ومن أهمها بطاقة التعريف بالسائق، ولون مميز لسيارات الأجرة، ونظافة وحداثة المركبة، وأخيراً العوامل المتعلقة بالجهة المنظمة لهذه الخدمة ومن أهمها وضع رقم موحد مجاني، وتوفير مواقف ومحطات خاصة، وتطبيق تعرفة مناسبة لخدمة سيارات الأجرة. وبشكل عام حصل العامل المتعلق ببطاقة التعريف بالسائق علي المرتبة الأولي، والالتزام بالقيادة الآمنة في المرتبة الثانية، وتحلي السائق بالآداب العامة وعدم التحرش في المرتبة الثالثة، والأمانة والصدق في المرتبة الرابعة، وتوافر لون موحد يميز سيارات الأجرة في المرتبة الخامسة.
وفيما يتعلق بالمقترحات لتنظيم خدمة النقل بسيارات الأجرة وتحسينها، يري المستفيدون من الخدمة أهمية وجود رقم موحد للاتصال للحصول علي سيارة الأجرة وتوفير مواقف خاصة على الطرقات، ومحطات في جميع أجزاء المدينة، والحد من دورانها المستمر وتسببها في الازدحامات والحوادث داخل المداينة، ووضع تعرفة مقبولة للخدمة والزام السائقين بها، وتطبيق الضوابط والاشتراطات لمزاولة هذا النشاط بصرامة، وفي حالة المخالفة يتم سحب الرخصة والمنع من مزاولة هذا النشاط.

This study aims to know the opinion of the customers (passengers) of the limousine taxi service about this service, the factors affecting the level of passenger satisfaction, the most important suggestions to improve the level of satisfaction and to increase the demand for this service, in addition to organizing and developing it in a better manner within the city of Riyadh. To fulfil this objective a questionnaire was designed to obtain the required data, which was directed to the residents of all groups and the reliability and consistency of the questionnaire was verified.
The results of the study revealed that a great proportion of the sample use the public taxi instead of the private taxi for transportation and that this is used rarely for transportation within the city. It is mainly used by males to go to work in the case where a vehicle has broken down, by females for the purpose of shopping, and by both male and female students for going to university.
The results also showed that the majority of the sample get the taxi from the road and that the waiting period to get one is acceptable. And that the main reason for using a taxi for females, is not owning a vehicle or license, whilst the breakdown of a vehicle is the main reason for males. And also, that the way used to pay the cost of the trip is negotiation with the driver.
The results also highlighted a middling proportion of the study sample being satisfied, to an extent, with the appropriateness of the cost of the trip, whilst it was viewed that the service is available at all times. The proportion of those viewing that the service is readily available in the outskirts of the city was equivalent to those viewing that it was only readily available in the busy areas of the city. And in general, a reasonable proportion viewed that it was satisfied with the service.
As for what relates to the main elements which need to be present or provided in this service, then in first place came factors related to the driver. From among the most significant of these were: Adhering to safe driving, respecting traffic regulations, being characterized by general manners and being trustworthy and honest in his dealings. That was followed next by factors related to the vehicle itself, most notably the driver’s identification card, a distinct color for the taxi and cleanliness and modernity of the vehicle. Finally, were the factors related to the organization of the service, most important of which were the development of a single free number, the provision of special stops and stations and the setting of appropriate tariffs for the taxi service. In general, the factor related to the identification card of the driver came first, adherence to safe driving came second, the driver being characterized by general manners and not molesting came third, trustworthiness and honesty came fourth, and the provision of a single color to distinguish taxis came fifth.
In relation to the suggestions for organizing the taxi transportation service and improving it, the service users view the importance of having a single unified number for obtaining the taxi, for special stop or pickup points to be provided upon the roads and stations across all parts of the city, to limit their continuous circulating and causing congestion and accidents inside the city, to set an acceptable service tariff and to make the drivers comply with it , applying controls and stipulations for conducting this activity in a disciplined manner and in the case of violation, the license should be revoked and the driver be prevented from continuing to conduct this activity.
