تعد شبكة الطرق دلالة على المستوى التنموي الذي وصلت إليه منطقة الدراسة، ومجال لتدفق الحركة بجميع أنواعها، وتمثل العصب الحساس للنشاط الاقتصادي، وأساس لا يمكن الاستغناء عليه عند بناء مشاريع خطط التنمية، وتطوير مكونات الهيكل المكاني. سعت هذه الورقة إلى دراسة مراحل تطور شبكة الطرق بالمدينة، وتصنيف شوارعها، وخصائصها العامة والاقتصادية، وتحليلها من وجهة نظر مكانية، ولتحقيق هذا الغرض اتبعت الدراسة المنهج التاريخي، والمنهج الوصفي التحليلي، وبعض الأساليب الإحصائية، إلى جانب الاستفادة من تقنية نظم المعلومات الجغرافية لتقييم شبكة طرق بالمدينة، وصولا إلى جملة من النتائج من أهمها: شبكة الطرق هي المسئولة على حركة النقل بالمدينة، والسيارات الخاصة هي الوسيلة الوحيدة المستخدمة في عملية النقل، وعدم عدالة التوزيع لشبكة النقل بين أجزاء المدينة المكونة لها، وعدم كفايتها وفاعليتها الاقتصادية، وأوصت الدراسة برصف طرق وشوارع المدينة غير المرصوفة لتحقيق العدالة المكانية وتحسين كفاءتها الاقتصادية.
Road networks in cities give useful information about the development in those cities as well as to give the impression to the ease of movement وmobility and also affect positively or negatively on economic activity in those cities, and more importantly, it basically supports in drawing development plans, structure of cities. This research was studied stages of development of road network in the city of Tobruk. Streets classifications, specifications and properties were studied and its effect on economic was evaluated. The results obtained has analysed from the viewpoint of spatially. To achieve this purpose, study followed the historical method, and descriptive analysis, and some statistical methods, as well as take advantage of GIS technology to assess the road network in the city. It was found that the road networks is the only one way for transportation in the city, and used of private cars, are also mostly used in the transfer process. In addition lack of equitable distribution of the transport network between the city areas was observed, which led to inadequate economic and effectiveness of the city network. The study recommended the necessity of paving roads and streets of the city to achieve spatial justice among all districts of the city, and moreover, work to improve economic efficiency of the road network.
