المستخلص: تسعى الجزائر في ظل الأوضاع الراهنة وما تعانيه من نقص حاد في مواردها إلى عقلنة وترشيد نفقاتها العامة من خلال فرض رقابة قبلية على مالية بلدياتها من طرف جهاز رقابي فعال ومؤثر على التدبير المالي ومساهمته في التأكد من احترام القوانين والأنظمة، وكذا حسن تدبير المال العام على الوجه المطلوب، هذه الرقابة تحتوي على عدة جوانب تتميز بها عن غيرها من صور الرقابة في مواجهتها لأي إساءة للمال العام أو إهمال له حماية للاقتصاد ككل.

La conjuncture actuelle par laquelle ,le manque de resources Consiste a appliquer la rationnalisation des depenses publique et le controle sur les municipalité dans le domaine financiére afin d’abboutir à une bonne gestion et donner une vision Claire sur la gestion finacire par un controle rigoureu en évitant l’utilisation Abusive de l’argent publique pour assurer une économie d’ensemble dans un respect des lois et reglement. L’algerie doit par la se consentir a abdiquer la protection de l’economi du pays.

In light of the current situation and its severe shortage of resources, Algeria seeks to rationalize its public expenditure through the imposition of tribal control over the finances of its municipalities through an effective monitoring body that has an impact on financial management and its contribution to ensuring respect for laws and regulations. As well as good management of public funds as required, this control contains several aspects that are distinguished from other forms of censorship in confronting any abuse of public funds or neglect to protect the economy as a whole.
