عرف حقل الدراسات الأمنية تنامي النقاشات النظرية حول موضوع الأمن، من خلال تحديد أطره الفكرية والمنهجية والدينامكية العملية، إلا أنه كان ولا يزال يشكل مطلب الجميع دولا، مجتمعات، وأفرادا، إذ تعتبر مسألة الأمن أهم الدوافع في سلوك الأفراد وعلى واقع الأمم السالفة، والمجتمعات الحاضرة في وجود أساس ثابت لا يتغير ولا يتبدل مهما توالت عليه العصور، واختلفت عوامل الضمانات الواقعية والأسباب الشمولية في تحديد مستوى الأمن بالاستناد إلى أدبيات العلاقات الدولية، وأهم التحولات في مستوى المفاهيم والظواهر المتجددة، ونمط التفاعلات الدولية وقيم التفاعل حيث لم يتعدى مفهوم الأمن حدود ضمان استمرارية الدولة وحماية حدودها الإقليمية وصيانة سيادتها الوطنية في مواجهة أي تهديد خارجي، كونها فاعل وحدودي عقلاني ومحرك للعلاقات الأمنية، إلا أن ظروف الحرب الباردة فرضت ضرورة إعادة النظر في الافتراضات الأساسية المرتبطة بالمسائل الأمنية في العلاقات الدولية.
