المستخلص: يهدف البحث إلى دراسة تطبيق الإدارة الإلكترونية في جامعة بوليتكنيك دهوك، وتحقيقا لهدف البحث وإكمال متطلباته باشر الباحث بإعداد إطار نظري بالإفادة من أدبيات الموضوع، وأعتمد البحث المنهج الوصفي التحليلي، وتم استخدام الاستبانة لاستطلاع آراء عينة البحث، والمكونة من المديرين والذين بلغ عددهم (86) مديرا، وتم استخدام بعض الأساليب الإحصائية لتحليل النتائج واختبار الفرضيات، تمثلت اهم الاستنتاجات بأن تطبيق الإدارة الإلكترونية في جامعة بوليتكنيك دهوك سيحقق العديد من الإيجابيات، وجود مجموعة من المتطلبات لتطبيق الإدارة الإلكترونية في الجامعة، وجود مجموعة من المعوقات تعيق عملية تطبيق الإدارة الإلكترونية في الجامعة، وجود مجموعة من الوسائل التي تحد من المعوقات التي تعيق تطبيق الإدارة الإلكترونية في الجامعة، وتوصل البحث إلى مجموعة من المقترحات من أهمها الإسراع في تطبيق الإدارة الإلكترونية في جامعة بوليتكنيك دهوك لما تحققه من إيجابيات على مختلف المستويات من حيث تقليل الكلفة وتوفير الوقت وتحسين كفاءة العمل الإداري والربط بين مختلف الأقسام والوحدات الرئيسية والفرعية وكذلك توفير البنية التحتية المطلوبة لتطبيق الإدارة الإلكترونية، وتشجيع جميع العاملين في الجامعة لتفعيل التحول نحو العمل الإلكتروني.

The study aims at studying The Application of the Electronic Management in the Duhok Polytechnic University, and in order to fulfill the goal of the study and also accomplishing all its requirements, the researcher started to prepare a theoretical frame making advantage of the subject's literature, and also the analytical descriptive analysis was adopted, a questionnaire was used to make the survey of the ideas of the investigated samples that consists of (86) managers. Some statistical means were used to analyze the results and test the hypotheses. The most important conclusions that the electronic Management in Duhok Polytechnic University achieves many positive aspects, availability of series of requirements for the application, existence of many difficulties that hamper the process of application of the electronic Management in the University and the availability of variety of methods that eliminate these difficulties which is considered hampers of electronic Management application in the University. Many recommendations were obtained and concluded by the research some of those recommendations were the fast measurement of application of such electronic Management, due to its huge number of positive aspects at many levels starting from decreasing costs sparing time, improving the managerial business, combining different departments with different other ordinate and sub-ordinate units, and providing the required infrastructure that is crucially important to apply the electronic Management, and also to encourage the employees in the University to activate the transformation towards the using of electronic technology.
