The research aims to highlight the importance of the role of the popular participation in achieving sustainable development. Popular participation means volunteer effort, which made by members of the community voluntarily desire in efforts made through money, or the time or intellectual effort or others, to raise the level of the society, so as to achieve the highest satisfaction of material and moral implicated as possible.
