هدفت هذه الدراسة إلى اقتراح سبل للتغلب على المعوقات التي تواجه المشرفين التربويين في تنفيذ البحوث التربوية في محافظات غزة، وذلك من خلال التعرف إلى هذه المعوقات من وجهة نظرهم، وقد بلغت عينة الدراسة 126 مشرفاً ومشرفة ممثلة لمجتمع الدراسة 150 مشرفاً ومشرفة، يعملون في مديريات التربية والتعليم في محافظات غزة، للعام الدراسي 2011، واستخدم الباحث لذلك المنهج الوصفي التحليلي من خلال إعداد استبانة من تصميم الباحث، مكونة من 30 فقرة. وأظهرت نتائج الدراسة أن أهم المعوقات التي تواجه المشرفين التربويين هي:- 1- عدم توفير وزارة التربية والتعليم منح دراسية خارجية/ داخلية للمشرفين التربويين للحصول على مؤهلات عليا. 2- عدم توفر الحوافز المادية والمعنوية للمشرف التربوي. 3- كثرة الأعمال الإدارية والفنية والمنوطة بالمشرف التربوي. 4- عدم رصد وزارة التربية والتعليم ميزانية خاصة للإنفاق على البحوث التربوية. 5- عدم إيفاد المشرفين التربويين للمشاركة بأبحاث في المؤتمرات التربوية في الدول العربية وبينت الدراسة: 1- عدم وجود فروق ذات دلالة إحصائية عند مستوى (= 0.05) بين تقديرات المشرفين التربويين تجاه معوقات البحث التربوي لديهم تعزى لمتغير الجنس، والمؤهل، والخبرة، والمديرية التي يعمل بها المشرف التربوي. كما اقترحت الدراسة سبلاً للتغلب على المعوقات التي تواجه المشرفين التربويين في مجال البحث التربوي، وتستند هذه السبل على أربعة محاور هي: وزارة التربية والتعليم، ومديريات التربية والتعليم، وقسم الإشراف التربوي، والمشرف التربوي.
The purpose of this study is to propose ways to overcome the Obstacles facing the supervisors in the implementation of educational research in the governorates of GAZA, Through the identification of these Obstacles from the point of view, the study sample reached (126) supervisors representing the population of the study (150) supervisors, working in the directorates of education in the governorates of GAZA, for the academic year 2011 The researcher used a descriptive analytical approach that through the preparation of a questionnaire designed by the researcher consists of (30) items. The study results showed that the most important Obstacles facing the educational supervisors are: - 1- Ministry of Education does not provide scholarships external / internal to the educational supervisors to obtain higher qualifications 2- Non-availability of financial and moral incentives for educational supervisors. 3- The large number of technical and administrative duties assigned to the educational supervisor. 4- Ministry of Education does not put any specific budget for educational research. 5- Not sending educational supervisors to participate in the Educational Research Conferences in the Arab States. The study also revealed that: 1 - there is no statistically significant differences at the significance level (α = 0.05) between the estimates of supervisors to the obstacles of educational research have due to the variable gender, qualification, experience, and the Directorate, which works the educational supervisor The study suggests ways to overcome the Obstacles facing the supervisors in the field of educational research, and the ways are based on four axes: the Ministry of Education, and the directorates of education, and the Department of Educational Supervision, and the Educational Supervisor.
