جاءت جولـة الرئيس التركـي، رجب طيب أردوغـان، الإفريقيـة الأخيرة، إلـى: (أوغنـد، وكينيـا، والصـومال) فـي شـرق إفريقيـا، فـي يونيو 2016م، وقبل زيارته لأربع دول إفريقية جنوب السـاحل والصحراء، هي: (كوت ديفور، وغانا، ونيجيريا، وغينيا)، خلال فبرير ومارس الماضيين، جاءت اسـتمراراً وتأكيداً للاستراتيجية التركية الجديدة نحو القارة السمراء. بدأت تركيا استراتيجيتها الجديدة نحو القارة السمراء قبل نحو عقدَيْن من الزمان، وتحديداً منذ العام 1998م، ومرت بعدة مراحل مهمة، توجتها رؤية صانع القرار في أنقرة؛ باعتبار إفريقيا عمقاً استراتيجياً للدولة التركية المحورية «المركزية»، بعد عقودٍ من رؤية تركيا «الكمالية» لنفسها بوصفها دولة «طرفية»، تدور في الفلك الأمريكي الأوروبي، في سياق حرص النخبة التركية- ما بعد انهيار الخلافة العثمانية- على علمنة الدولة، والنأي بها عن تاريخها العثماني، وخبرتها الإمبراطورية ذات الخلفية الإسلامية.
Behind lofty political rhetoric about Turkey’s humanitarian aid and economic development, its African policy can be understood in the context of its long-term orientation in international politics. Turkey’s growing engagement with Africa has been serving its broader goal to position itself as a global player with a complex foreign policy. Turkey’s involvement in African countries is both wide-ranging and multifaceted. Its engagement with Africa in recent years has been driven by Africa’s growing economic importance to Turkey, the latter’s interest in disengaging with the Middle East; and its apparent desire for influencing the large Muslim population of sub-Saharan Africa. Trade with African countries is important to Turkey’s global trade. Turkey’s direct investment in Africa is increasing, and a number of free trade agreements are being negotiated. Turkish businesses, particularly small and medium-sized enterprises, are carving out a niche in construction as well as information and communications technology. Within the framework of the “Benevolent Partner” Strategy, Turkish relations with the African continent will presumably continue to develop in the foreseeable future. Keeping in mind the heavy involvement of civil society in Turkish-African relations, it is safe to claim that the existing ties could be sustained for a long time. Nevertheless, there is a number of challenges that Turkey faced in expanding its African relations, such as the international scramble for Africa; the political, economic and social environments in Africa; and the security threats of terrorist organizations.
